Site Specific EPA/HUD - 40 CFR 745.80 Subpart E Lead -Based Surface Coatings Inspection:.Old Town Square Kiosk, Fort Collins, CO (the property) Dear Mr. Harris: On January 28, 2015, Chris Schiechl a certified Colorado Lead -Based Paint (LBP) Inspector from Weecycle Environmental Consulting, Inc., completed a site specific Lead - Based Paint Survey in compliance with Renovation, Repair and Painting (RRP) Rule, 40CFR 745.80 Subpart E, at the property. The contractor identified, areas within the structure which may potentially be impacted by the "work" at the Property. These areas were tested and identified on the XRF data sheet. LBP was not found on any of the tested surfaces in the Property. Non -painted surfaces, such as unpainted -ceramic tile and porcelain bathtubs, may be a source of lead exposure during demolition or renovation. These items are not considered lead -based paint; their presence does not need to be included in disclosure under the Lead Disclosure Rule. Identifying Information Site Address: Old Town Square Kiosk Fort Collins, CO Constructed (year): Unknown Weecycle Job Number: 15-11235 Site Observations a None Sampling Procedure Owner's Address: City of Fort Collins Old Town Square Kiosk Fort Collins, CO Weecycle Environmental Consulting, Inc. completed this inspection according to the most current HUD guidelines. On -site testing of painted surfaces for lead content was completed using a portable Niton XLp-301A Spectrum Analyzer Lead Detector (Serial Number 25097) which utilizes X-Ray Fluorescence analysis. CTL Thompson Environmental Old Town Square Kiosk — LBP Report Lead Based Paint Testing was performed in accordance with HUD Guidelines as revised 11/97 with the following procedural notes: 1) Room equivalents are generally listed by number, starting with the 1st room of the main.entrance and proceeding clockwise on each floor. Walls are listed in each room by letter with wall "A" facing the street of address, proceeding clockwise to "B, C, D", etc. Multiple components (i.e. windows or doors) are listed moving left to right along each wall. 2) Substrates are labeled as Brick, Concrete, Drywall, Plaster, Stucco, Wood or Metal. Concrete block or cinder block or CMU are labeled concrete. Wallpapered surfaces are examined by XRF for concealed lead based paint with postulated substrates. In addition to -on -site analysis, leaded dust wipes, bulk paint chip, and/or lead in soil samples may have been collected of suspect surfaces (at the discretion of the risk assessor). The samples were analyzed, for lead content, by Reservoirs Environmental Services ,'Inc., an AIHA ELLAP (Environmental Lead Laboratory Accreditation Program) approved laboratory. EPA, 40 CFR 745.80 Subpart E, Renovation, Repair and Painting Rule: Under the rule, beginning in April 2010, contractors performing renovation, repair and painting projects that disturb lead -based paint in homes, child care facilities, and schools built before 1978, must be certified and must follow specific work practices to prevent lead contamination. All painted surfaces must be assumed "positive" for lead -based paint unless tested and confirmed to be "negative". Target Housing is noted as a home or residential unit built on or before December 31, 1977, except: • Housing built for the elderly or persons with disabilities )unless a child less than 6 years old lives or is expected to live in the house or unit); or • Zero -bedroom dwellings (studio apartments, hospitals, hotels, dormitories, etc.) The EPA — Renovate, Repair and Painting Rule defines a "child- occupied facility" as a building, constructed before 1978 and meeting all three of the criteria below: • Visited regularly by the same child, under 6 years of age. • The visits are on at least two different days within any week (Sunday through Saturday period), provided that each day's visit lasts at least 3 hours. •, , Combined weekly visits last at least 6 hours, and the combined annual visits last at least 60 hours. Child -occupied facilities may be located in a public or commercial building or in target housing. These facilities include schools, child care facilities, and daycare centers FEDERAL LEAD -BASED PAINT STANDARDS Paint — Definition of Lead -Based Paint Paint or other surface coatings that contain at least: ➢ 1 milligram per square centimeter (mg/cm2) of lead; ➢ 0.5 percent lead; or 5,000 parts per million lead by dry weight. Therefore, all materials that contain lead -based paint surface coatings may not have been observed or sampled. If additional suspect surface coatings are identified during periods of disturbances, all activities must stop until these materials are sampled or must be considered positive for lead -based paint. 3) 'Please contact Weecycle Environmental Consulting, Inc. for additional information. INTRODUCTION Fort Collins Downtown Development Authority retained CTL � Thompson, Jna (CTL) to perForm an asbestos sunrey of the foyer in Building 23 and the Kiosk and in Old Town Square in Fort Collins, Colorado. Certified asbestos inspector Mr. Levi -Stockton perFormed the asbestos survey on January 28, 2015. A lead based paint survey was performed by Weecycle Environmental. As shown in the lead based report in:Appendix A, no lead based paints were found in the areas identified for renovation or demolition. 2A ASBESTOS SURVEY METHODOLOGV The purpose of the asbestos survey was to identity the condition and locafion of asbestos containing materials (ACM) that are present,in the building. ACM is defined as a building material that contains greater than 1% asbestos. During the asbestos suroey, CTL performed the following tasks: ° � • Inspected readily accessible areas for suspect ACM; � • Determined friability of suspect ACM by touching; • Developed a sampling plan for each material based on the material type, , friability, accessibility, and material locations; o Collected samples of suspect ACM and submitted them for laboratory analysis by Polarized Light Microscopy(PLM); and, • Documented findings and inspection protocol in accordance with accepted industry standards. 3.0 ASBESTOS INSPECYION PROCEDl9RE . The survey included the iwo rooms that make up the foyer in Building 23 (where future public restrooms are planned) and the entire Kiosk building. CTL was unable to get on the roof of the kiosk during the inspection due to safety reasons. No plans or as-built drawings were provided to CTL. . During assessment and sampling, suspect ACMs were grouped into homogeneous areas, which are defined as areas of suspect ACM that are uniform in color and texture. Homogeneous areas of suspect ACM were identified by visually inspecting the following systems in each portion of the building surveyed: . • WalUpartition systems • Flooring systems FORT CALLINS DOWNTOWN DEVELOPMENT AUTHORITY OLD TOWN SQUARE � ASBESTOS SURVEY � CTL�T PROJECT NO.FC06&42.000.221 � , � • Ceiling systems s Thermal systems , • Miscellaneous systems e Exterior systems � 3.1 �4sbestos Survey�and Sample Collection • Mr. Levi Stockton of CTL (certified Colorado inspector#16687) collected bulk samples of the suspect ACM in a random and representative manner as defined by the U.S. Environmental Protection Agency (EPA) statistical sampling methods. The collected samples were packaged in sealed and labeled containers. 3.2 Asbestos Sam�sle Analysis The bulk samples of suspected.asbestos materials were submitted to Scientific Analytical Institute, Inc., (SAI) in Greensboro, North Carolina for analysis. SAI is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP Lab Code 200664-0). Individual layers of the samples were analyzed by PLM (Polarized Light Microscopy) to determine asbestos type and content. Unused portions of the samples were archived for sixty days, unless the client requested special handling. 4.0 ASBESTOS REGIJLATORY Cl2ITERIQ► The asbestos NESNAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. It also requires the identification and classification of existing building materials prior to demolition or renovation activity. Under NESHAP, asbestos-containing building materials are classified as either friable, Category I non- friable or Category II non-friable ACM. Friable ACM are materials containing more than 1% asbestos and, when dry, may be crumbled, pulverized or reduced to powder by hand pressure. Category I non-friable ACM includes packings, gaskets, resilient floor coverings and asphalt roofing products containing more than 1% asbestos. Category II non-friable ACM are any nonfriable materials other than Category I materials that contain more than 1%asbestos. Friable ACM is considered regulated ACM (RACM). Category I and Category II non-friable ACM which is in poor condition and has become friable, or which will be subjected to � drilling, sanding, grinding, cutting or abrading and which could be crushed or pulverized during any time prior to or during renovation or demolition activities (including demolition waste handling), are also considered RACM. Friable materials reported by PLM analysis as containing "trace° asbestos must be treated as ACM unless they have been re- analyzed by the PLM point count method and determined to have asbestos content of one percent or less. �FORT COLLINS DOWNTOWN DEVELOPMENT AUTHORITY 2 OLO TOWN SQUARE ASBESTOS SURVEY CTL�T PROJECT NO.FC06842.000-221 , ' � �. In the State of Colorado, asbestos activities are regulated by the Colorado Department of Public Health and Environment (CDPHE) under Colorado Air Quality Control Division Regulation•No. 8, Part B. Regulation No. 8 requires that any asbestos-relatetl activity " conducted in a public or commercial building be perFormed by personnel certified by the CDPHE. RACM must be removed prior ta demolition, and prior to renovation activities that will disturb the materials. 'Prior to any demolition, the owner oc operator must provide the CDPHE with written notification of planned demolition af Jeast 10 working days prior to demolition. Prior to renovation or asbestos abatement involving more than trigger levels of ACM (single-family residential: 50 linear feet, 32 square feet, or the volume equivalent of a 55-gall.on drum; all other facilities: 260 linear feet, 160 square feet or the volume. equivalent of a 55-gallon drum), the owner or operator must provide the CDPHE with written notification of planned removal activities aY least '10 working days prior to the commencement of asbestos abatement activities. Removal of RACM must be conducted by a �Colorado-certified asbestos General Abatement Contractor (GAC). Independent, third-parly clearance insPections and air monitoring must be conducted by a Colorado- certified asbesfos Air Monitoring Specialist (AMS) following the abatement activities. � . Asbestos abatement of friable materials for projects grea#er than 1,000 linear feefi of pipe insulation or more than 3,000 square feet on other building components must be perFormed in accordance with a Project Design prepared by a Colorado-certified asbestos Project Desigoer. Management Plans developed for the in-place management of asbestos-containing materials must be developed by a Colorado-certified Management Planner. The OSHA Asbestos standard for construction (29 GFR 1926.1101) regulates workplace exposure to asbestos. The OSHA standard requires that employee exposure to airborne asbestos fibers be maintained below 0.1 asbestos fibers per cubic centimeter of air (0.1 f/cc). The OSHA standard classifies construction and maintenance activities that could disturb ACM, and specifies work practices and precautions that employers must follow when engaging in each class of regulated work. OSHA WorKer exposure requirements still apply for materials that have asbestos content of one percent or less. ,, 5.0 ASBESTOS INSPECTIOfd RESULTS No confirmed or assumed asbestos containing materials were found within the buildings. Suspect materials are summarized on Table 1 in Apperidix B. Laboratory analytical results are presented in Appendix C. CTL asbestos certifications are presented in Appendix D. , 6.0 LIMITATIONS . This document should not be used as bid document for the removal, repair, encapsulation, enclosure, or Operations and Maintenance (O&M) of asbestos containing materials.
