We are submitting this letter to request a temporary variance for the Final Commissioning Report
required to fulfill the City of Fort Collins Certificate of Occupancy requirements for the Banner
Fort Collins Medical Center project. The intention of this variance is to permit the Certificate of
Occupancy to be issued and allow an extension to complete the remaining items associated with the
Final Commissioning Report. All required documentation will be provided to the City of Fort
Collins by the end of March.
The driving factor for obtaining the Certificate of Occupancy is directly related to receiving a
Certificate of Compliance from the Colorado Department of Public Safety (CDPS), State of CO
AHJ directly responsible for allowing healthcare facilities to see patients. CDPS is requiring the
facility to have a full Certificate of Occupancy prior to Final inspection which is scheduled for
Wednesday March I I'.
The Pre -Functional Verifications are complete, Test and Balance will be complete by the end of
this week and onsite Functional Testing between the commissioning agent and building owner is in
progress nearing 80% complete. Timeline for completion of outstanding items is as follows:
• March 13' - Complete MEP & associated controls functional and field commissioning.
• March 31" -Submit the Final Commissioning Report, produced by E Cube, Inc.
• Fine tuning and optimization of the systems will occur over the next 3-5 weeks. Due to the
time of year, final commissioning of the cooling systems will be deferred until spring.
It is the full intention of both JE Dunn Construction and E Cube, Inc. to provide Banner Health a
fully functional, commissioned facility and provide the City of Fort Collins the documentation as a
record of completion.
