As you are aware, during construction of the referenced project, Earth Engineering Consultants, Inc.
(EEC) personnel provided observation and testing services of requested items on a part-time, on -
call basis. Reports concerning the services provided by EEC personnel were submitted -to your
attention during the appropriate time period as the test results became available. We have recently
been asked by the project's construction manager/superintendent, Mr. Dick Klutsch, ,with CR
Construction Services of Fort Collins, Colorado, to provide a summary and/or compliance letter
addressing the services provided by EEC and our subcontractors.
During the construction of the referenced project, EEC personnel provided observation and testing
of foundation bearing materials as recommended in project -specific subsurface exploration report
provided by others, fill materials placed to redevelop site grades in the foundation and floor slab
areas, (i.e., over -excavation of on -site soils and replacement of these soils with approved engineered
fill material) and backfill of foundation walls and within site utility trenches. EEC personnel
provided observation of the foundation reinforcement, (i.e., footings and foundation walls) for the
site and our sub -contractor, Inspex ndt., performed non-destructive steel erection and welding
observation for structural connections. EEC personnel also provided testing of cast -in -place
concrete for the foundation system, and for the interior slab. EEC also performed compliance
testing, such as subgrade, aggregate base course, and hot mix asphalt (HMA) quality control testing
services within the city right of way improvements along Lemay Avenue and Lincoln Avenue as
requested.

Based on our review of the outlined testing, as directed by the project superintendent and completed
by EEC personnel on an as-needed basis, the final field density test results met the project
compaction requirements for fill materials placed to redevelop foundation bearing elevations, floor
slabs, backfill placed adjacent to foundation walls, utility installation trenches and within the City of
Fort Collins R.O.W. roadway improvements adjacent to the site. Laboratory compressive strength
tests completed on the cast-in-place concrete conformed to the project specified minimum 28-day
compressive strengths.
Observation for the structural steel erection and welding connections were completed by Inspex
ndt., a subcontract to EEC, and reports were submitted to your attention during the appropriate
period as the results becanle available. Based on information received, we believe the structural
steel, weld, and bolted connections as reported by Inspex ndt. were in general compliance with the
project plans and specifications.
