To the Involved Parties of the Wal-hart Real Estate Business Trust:
The plans and specificatidns submitted for the Seafood Department remodel for
the Wal-Mart #2729 located at 1250 East Magnolia Street, in Fort Collins, Colorado,
have been reviewed by this department. The following items are comments addressing
the submitted plans. Some items were not clearly specified in the plans or were not in
compliance with the Colorado Retail Food Establishment Rules and Regulations.
These items must be clearly specified in writing or be modified to be in compliance with
the above regulations prior to approval of the finished remodel. The plans are approved
at this time.
PLEASE NOTE: This letter contains important information and advisements for the
remodel of the establishment. Establishment owners are responsible for items noted in
this letter. Please be sure to share this letter with all involved parties, including the
contractors and the superintendent at the construction site. If there are any questions
regarding information in this letter or anything else related to the construction and
operation of the establishment, please call at (970) 498-6771.
Scope of Project:
After reviewing the submitted plans, it appears that the area requiring Health
Department approval is limited to the remodel of Seafood Department service
areas. Within the seafood department, equipment will be replaced, and surface
finishes upgraded or restored. Please review the following comments. If there
are other areas/departments associated with the remodel that require Health
Department review and approval, please call at (970) 498-6771.
Menu and Food Handling:
2. It has been acknowledged that the existing menus for the Seafood department
will change from a service counter offering fresh fish and steamed lobster to a
self service department providing only frozen, prepackaged fish in the seafood
M
department based upon phone conversations with Sarah Hood with Raymond H.
Harris Architects.
Equipment, Cleaning and Accessibility:
3. Please be advised all food service equipment must be of commercial design that
is certified or classified for sanitation by an American National Standards Institute
(ANSI) accredited certification program such as NSF, ETL Sanitation, UL
Sanitation, or BISSC Certified. Custom made and used equipment cannot be
approved until it is visually inspected. Specification sheets provided for the two
three -door reach in freezers (R017) and the dual temp M/D Barker seafood
merchandiser (R229) units that will be replacing the existing refrigerated display
cases were reviewed and were certified as commercial equipment.
4. Please be advised heavy floor mounted equipment such as the moveable display
coolers, reach -in coolers, and freezers must be mounted on casters to allow for
mobility and easy cleaning of the equipment, surrounding surfaces and adjoining
equipment.
5. Heavy counter mounted equipment which can not be easily moved for cleaning
must be installed on four inch sanitary legs or neatly sealed to counters to
facilitate cleaning. The plans did not include any counter mounted equipment.
6. The seafood dual temp merchandiser and display freezers located at the front of
the closed off service area and replacing existing freezers along the wall must be
neatly sealed in place to the floors, adjoining equipment and to walls. Toe kicks
or kick plates on these units must be removable in order to facilitate cleaning the
floors under them.
7. Grocery display shelving units must have easily removable toe kicks or kick
plates to facilitate cleaning the floors under them.
8. Please be advised pallets, dunnage racks, shelves and other floor racking
systems must be installed in a manner that will not inhibit or prevent easy
cleaning of floors and surrounding surfaces.
9. Storage shelves located in all food preparation areas, storage areas and walk-ins
must be situated at least six inches off the floor.
10. Hard to clean spaces or gaps around equipment, counters, utilities and plumbing
must be eliminated to provide for easy cleaning. All equipment, cabinets or
counters that are not mounted on casters or are not easily moveable must be:
a) Spaced in accordance with Section 4-302 A and C of the Rules and
Regulations so the surfaces of the floors, walls and exterior surfaces of
equipment and cabinets can be easily cleaned; or
b) Neatly sealed to adjoining walls, equipment, cabinets or counters.
Ventilation:
11. It is acknowledged that the existing exhaust fan rated at 300 CFM located in the
Seafood department will be rerouted and balanced since this Department will
change from an open design to an enclosed room.
Plumbing:
12. It has been acknowledged that the existing hand sink, food preparation sink, and
three -compartment sink will remain in the seafood department.
13. It has also been acknowledged that the existing fixture count for water closets,
urinals, and hand sinks for restrooms located at the front and back of the store
will remain the same per discussion with Lawie Bennet, Store Manager on June
21, 2010.
14. No modifications were noted to the existing water heating system .
15. Please be advised all drains from equipment such as ice bins, display coolers
holding ice, refrigeration/freezer units not provided with evaporation pans, walk-in
fan units, and cold tables holding ice, must be directed to a floor drain or floor
sink and be properly air gapped. It has been acknowledged that the existing
steamer will be removed.
16. Please be advised floor sinks must not be installed under equipment or cabinetry
where they cannot be cleaned. All floor sinks and floor drains must be installed
so they are flush with the finished floor.
17. Please be advised approved, properly installed, backflow devices must be
provided on all submerged inlets, hose reels, hose bibs, and rinse hoses that do
not have an air gap. Backflow devices on water lines subject to back pressure or
continuous pressure must be equipped with backflow preventers that are
designed for continuous pressure.
18. Please be advised all plumbing, electrical conduit and other service utility lines
must be located behind walls, within cabinetry, above finished ceilings or below
floors in finished rooms and areas. Exposed water pipes, sewer lines, gas lines
or electrical conduit running along the surface of the walls, ceiling or floors are
not approved. All drain lines, water lines, gas lines and electrical conduit running
along the walls in finished rooms must be boxed in or completely concealed
along the wall to facilitate easy cleaning.
19. Please be advised sewer lines, waste water lines and roof drains can not be
located above stored foods, single use items, utensils or equipment in
warehouse areas unless guttered or protected.
Structure, Finishes, General:
20. Please be advised at least 50 foot candles of light are required on all ware
washing and food preparation working surfaces and 20 foot candles on all other
sales areas, utensil and equipment storage areas, restrooms, and custodial
closets and 10 foot candles in all areas of the walk-in coolers. All lights in the
above areas except restrooms, custodial closets, warehouse areas where cased
food is stored and in retail sales areas where packaged food is sold, must be
shielded in an approved manner. All light inside equipment must also be
shielded. Please be advised that more light fixtures may be required if it is
determined that the lighting is inadequate during a construction inspection.
21. Please be advised floors, walls, ceilings, storage shelves, and all work surfaces,
located within all kitchen and food preparation areas, storage areas, custodial
closets, restrooms, ware washing areas and walk-ins must be of an approved
material that is smooth, non -absorbent, easily cleanable and durable.
a) It is been acknowledged that existing quarry tile in the service area and
VCT the in the retail area will be restored to an approved finish. Sanitary
cove base bottom flush and grouted to quarry tile will be installed in the
seafood department.
b) The ceiling finishes for the seafood department will be vinyl covered, non -
perforated acoustic ceiling tile with a smooth finish.
c) All paints used on the walls and ceilings must be washable, without
removing the paint when cleaned. Light colored, high gloss paint is
recommended.
d) FRP for walls was specified for food preparation areas.
e) All floor/wall junctures and stationary equipment floor junctures in the
above listed areas must be provided with approved concave coving. In
areas finished with tiles, the cove base tiles must be installed flush with
the finished floor. Top set of tile base is not allowed.
The plans are approved at this time. Be advised approval of plans, including the
above modifications outlined in this comments letter, does not constitute acceptance of
the completed structures. Inspections of the premises must be conducted by this
department prior to approval for use by the establishment.
In addition to the $100 plan review application fee paid at the time the plans were
submitted for review, a review fee is assessed for the actual review time. The review
fee is assessed at a rate of $44 per hour. Currently review cost for this project is $88.
Please be advised, before the department can give any approval for operation all plan
review fees must be paid. The plan review billing invoices for this project are attached.
