Construction power rates may be substantially higher than the rate to which the owner is entitled. Until the owner contacts the City Utility Office and makes the necessary arrangements to transfer City Utilities to the owner's name, utilities will continue to be furnished at construction rates and both the owner of the property and the contractor will continue to be liable to the City for all utility bills. 11/26/2002 3:36:56 PM
