This memorandum shall serve as clarification of facts for the issuance of the Certificate of
Occupancy (CO) for the above referenced address.
The new single-family home on this property was permitted to KC Johnson as an owner builder.
Prior to the issuance of a Certificate of Occupancy, the home was sold. The current owners are
requesting the issuance of the CO and the one remaining item for the file is an engineer's report
verifying size and location of steel reinforcement in the foundation prior to placement of
concrete. City final inspections have been completed and approved. There are no visible
indications of foundation problems, such as cracks in the foundation or interior drywall.
Without an engineer's report or a visual inspection performed by City staff, prior to concrete
placement, it is impossible to verify that the foundation is installed in accordance with the project
engineer's recommendations. However, visual inspection several months after the concrete
placement indicates the foundation is structurally sound and poses no danger to the home or
occupants.
A Certificate of Occupancy is hereby issued provided that the City neither accepts any liability
nor is acting as guarantor, implicitly or otherwise, as to the foundation being constructed
according to the engineer's recommendations.
