Gentlemen:
Terracon Consultants Western, Inc. observed foundation construction at 1313 Blue Spruce Drive, Fort
Collins, Colorado on May 8, 1996. Specifically, our observation included drill holes for poured concrete
foundation pads for the storage building located west of the main building. These drill holes were
observed for diameter, depth of penetration into the subgrade and condition of the completed drill hole
(i.e., free of water and auger cuttings). It is our opinion the drill holes observed were constructed in
general accordance with the plans for the project,
