I have approved your request, as owner, that. the tread widths of the
stairs in Building t at 1025 Oxford be reduced to nine (9) inches because
of the contractors error and the difficulty in correcting the error.
Section 3305 (c) of the Fort Collins Building Code requires that the treads
be not less than ten (10) inches for stairways serving an occupant load
of more than ten persons. The code provisions should be considered as
the MINIMUM requirement for the safety and welfare of occupants. I am
always a little bit troubled by requests or approval of something less
than the minimum standard particularly when it involves the exit way for
persons who may be totally unfamiliar with the building. For example,
a guest who is caught in a fire and leaves in a panic is likely to find
real difficulty with the reduced treads. I have a relatively short foot
and can only get 75% of it on such a tread unless I turn ay feet at an
angle to the run. Descending a stair is, of course, more of a problem
than is ascending.
I hope I can convince you, after some thoughtful deliberation, that
our code requirements should be vi"od as acceptable mini nothing
more; I am sure that the Everitt 'ofganitation wishes to exceetthe minimum
in safety and comfort for its tenants, and this is why I have taken your
time to expound on the underlying considerations.

Everitt Enterprises, Inc., being the owner of an apartment building
known as Building L, 1025 Oxford, acknowledges that the steps on the
building are 9 inch tread rather than 10 inch tread. Owner further
acknowledges that the 9 inch tread is acceptable to us.
