Tom Coffey, City Manager FROM: Charles Liquin, Director of Public Works RE: Water Mains adjacent to Boltz Junior High School Following the fire, a review was made of the water mains in the vicinity of the Boltz Junior High School. It has been determined that the three fire hydrants and approximately 4,000 feet of 6 inch main serving those hydrants is not an accepted part of the City's water system. We have also determined that had the 10 inch line on Stanford and Swallow been installed or had the 6 inch line on Camelot extending north from the northeast corner of the school site been installed, the water supply to this site would have been a different story. I would like to point out that the School District had little or no concern for fire protection,in that the Boltz Junior High School was initiated without a permit from the City and with no water main at all within a half mile of the school. I would also like to point out that the senior high school under construction south of Drake Road and east of Shields Street is still out of the City limits and does not have a water main within a full mile of the site. Going back to the water system, that portion of the City's water system in the general area of the school is fully adequate to fight any fire. A 10 inch main is installed on Tulane Street from Drake Road to Swallow, a 12 inch main on Swallow from Tulane to Camelot and an 8 and 6 inch main on Stover from Drake to Swallow. Had the school been concerned with fire protection and the line south of Swallow Drive been completed, there may have been a difference in the outcome of the fire. There is a 6" line feeding from a 12" line on Swallow and Stover. It then goes south to the corner of Stover and Spencer Dr., then goes east to Spencer Dr. and Camelot where it turns north and comes to an end about 300' or where the 6" loop that was installed by Titan Construction Co. as a fire line to loop the school property. This is the only feed entering into this area and has not been accepted as part of our system for maintenance in that the grid must be completed and adequate feed installed to the existing fire hydrants. The above pipe was installed by the developers contractor in October and November of 1971. Our asbuilt maps will show that all of the hydrants required have not been installed nor have the grid loops been installed -to provide the area with proper volume or pressure. I do not know if the hydrants were ever flow tested, but I do know that we were not informed if they were. There is approximately 28001+ - of 6" pipe to the first hydrant adjacent to the Boltz School area and then 500 + - to the next hydrant at Camelot and Spencer. From there it is about 700' + - to the next hydrant located on the school property or about 4000' + - of 6" pipe fed from one way to a "dead end."
