in the owner's name. Construction power rates may be substantially higher than the rate to which
the owner is entitled: Until the owner contacts the City Utility.Office and makes the necessary
arrangements'to transfer City Utilities into the owner's -name, utilities will .continue .to be -
furnished at -construction rates and both the owner of. the property and the contractor will
continue to be liable to the City for all utility bills.
