HomeMy WebLinkAbout619 Blue Mesa Ave - Correspondence/Building Inspection - 01/06/1984..x: 1'y 4 CITY OF FORT BUILDING INSPECTION January 6,1984 Alpha Sigma Housing Corp. % Michael Gary 619 Blue Mesa Dr. Fort Collins, CO 80526 RE: Phi Kappa Tau House, 1504 Remington Dear Mike: On December 15, 1983, I reinspected the above building for compliance with my abatement order of March 3, 1983. I found that most of the exiting and fire -safety violations had been corrected. However, some discrepancies still remain and are noted as follows: a) The fire escape design by Front Range Steel submitted to and approved by this office on August 29, 1983 has proven to be inadequate for the third floor, south -most room as installed. The landing does not project far enough south below the openable portion of the window in that room, requiring the occupant to crawl out of an open window with nothing below and precariously attempt to reach the fire escape guardrail and climb onto the landing. Either the window must be changed or the landing extended to afford safe and direct egress completely over a platform. b) The northwest room on the third floor still does not have an approved second means of emergency escape. it too must be provided with a permanent fire exit ladder directly from the room or through an immediately adjoining public area such as the third floor bathroom. c) The second floor exit ladder through the bathroom is not easily accessed due to the double, inward swinging windows which are difficult to open. The windows must be replaced with a readily openable type or they must be rendered readily openable for use during an emergency condition. d) The second floor escape route through the bathroom must be clearly identified with placards over the bathroom doorway and at -the escape window. e) The second floor fire/smoke door at the main stairway landing did not have a closing device installed. It appears that one may have been removed. The inconvenience of a standard door closer sometimes encourages the inactivation of the closer or the door to be blocked open. A smoke actuated, automatic closing device which holds the door open under normal conditions and activates an electromagnetic mechanism when smoke is detected closing the door, is a recommended solution. Should the door be found in an inoperable, open condition on future inspections, an automatic device as described above will be mandatory. r `► Alpha Sigma Housing Corp. Page 2 I spoke with Paul Kelly, resident of the Fraternity house, a day or two after my inspection and relayed the above conditions. He indicated they would be proceeding with the corrections over the school break. I informed him that I would accept a one-time, 60-day extension to complete the items noted. Therefore, if by February 15, 1984 the above corrections are not substantially completed, a vacation order for the affected third and second floor rooms will be issued.
