HomeMy WebLinkAbout531 S College Ave - Correspondence/Building Inspection - 01/10/1975M E M 0 To: Assistant Chief Don Hisam From: Bill Waldo, Building Inspector RE: First United Presbyterian Church 531 South College Avenue The following comments are based on an inspection made at 531 S. College Avenue on January 10, 1975, attended by three (3) members from the Building Inspection Office, along with Dwight Lumbert, yourself and some members of the Church. Our function, as Building Inspectors as related to this inspection, was primarily of an informative nature, since both of the buildings involved have a legal existing use, be it non -conforming or otherwise, and at this point there are no permits for construction or alterations which would require code com- pliance. However, the following comments which are not intended to be all inclusive are based on applicable codes that are enforced today. Church and Fellowship Hall 1) Interior stairway serving three floors should be enclosed with walls constructed as for one -hour -fire -resistive construction 2) Handrails should be provided for all stairways serving the oublic. 31 boor openings in exit corridor walls should be protected by a tight -fitting smoke barrier and fire assembly. Duct openings in exit corridor ceilings or walls should be equipped with fire dampers. 4) Water heater in basement should have a gas line shut-off valve within 3 feet of the appliance. 5) Furnace room is not protected as for one -hour -fire -resistive construction, and do not have sufficient combustion and ventilation air. 6) Hood over grill in kitchen does not have fire protection and is ducted into a masonry chimney. ( 7) The lighting above the nave is extremely hazardous due to the live parts being exposed to dust and cobwebs in the attic area. In addition, the circuits supplying the lighting throughout are overloaded and improperly fused. The service equipment installation also violates present day codes. 8) The exit doors have edge or surface bolts, which do not comply ( with code. J" 9) Some plumbing fixtures are not properly vented and some are not protected against back-siohonage. 10) The steel columns in basement that support first floor are not protected as for fire -resistive construction. 11) Toilet room wall and floor finish does not meet code. 12) Balcony on west side of nave appears to be in an structurally unstable condition. Don Hisam Page 2 January 13, 1975 13) The south exterior wall/appears to be pulling away from the floor and ceiling at the fast end. I believe this is serious enough to warrant an evaluation by an Architect or Engineer. 14) The black stove pipe used for venting should be replaced with an approved material. 15) Inadequate ventilation air for the nave. II. Educational Building 1) Glazing in corridors is not wire glass and are not held in place with steel glazing angles. Doors should be maintained self -closing or should be automatic closing. 2) Grills in corridors doors should be equipped with fire dampers. 3) Dutch doors are not approved on fire -rated exit corridors. 4) Recessed light fixtures in corridor violate the fire - resistive rating of the ceiling. 5) Gas meter located in the boiler room. 6) As a matter of information we noted that the shingles were buckled on the roof. This we believe is due to inadequate ventilation for the attic, which can cause a condensation problem with the roof sheathing. In addition the glue bond in the plywood sheathing may notbe exterior or inter- mediate. When these two conditions exist, delamination of the plywood usually occurs. It is my belief that the electrical, exiting, the structural items listed, and the hood and duct should be of primary concern. William E.
