Executive Summary
This Letter of Findings provides an overview of the inspection of the restroom facility
located at Rolland Moore Park, south playground. Matt Zoccali, employee of the City
of Fort Collins, conducted a site inspection for asbestos-containing materials (ACM) on
May 16, 2011.
The restroom structure was built in 1983'. T'he structure is typically open for public use
from May through December of each year. The structure is scheduled for demolition
and replacement in 2012. The interior and exterior of the structure were inspected and
bulk samples of suspect building materials were collected and submitted to an
analytical laboratory for analysis. This Letter of Findings presents the results of the
InspeCtiOn.�City of Fort Collins Risk Management BuIlding Inventory�
Matt Zoccali performed�the inspection subject to federal, state and local requirements.
The data gathered from the visual inspection, collection of bulk samples of accessible
building materials, and the interpretation of analytical results is intended to provide
information that meets federal, state and local requirements for identifying the presence
of asbestos-containing materials (ACMs).
1. A material is considered ACM if the asbestos content, as determined by
laboratory analysis, is greater than one percent. The inspection and
laboratory analysis did not identify any building materials that contain
greater than one percent asbestos.
Current regulations established by the Colorado Department of Public Health and
Environment (CDPHE) require this inspection prior to any demolition activities. A
Notification of Demolition Form must be submitted to the CDPHE, even if no asbestos
was found during the inspection, and payment of a notification fee and ten (10)
working day waiting period is required before the demolition can proceed.

1. Introduction
1.1 Background
This Letter of Findings provides a summary of the inspection of the restroom facility
located at Rolland Moore Park, south playground. Matt Zoccali, employee of the City
of Fort Collins, conducted a site inspection for asbestos-containing materials (ACM) on
May 16, 2011.
The inspection was performed subject to federal, state and local requirements. The data
gathered from the visual inspection, collection of bulk samples of accessible building
materials, and the interpretation of analytical results is intended to provide information
that meets federal, state and local requirements for identifying the presence of ACMs.
The sampling and inspection process was conducted in accordance with the following
standards:
• Asbestos Hazard Emergency Response Act (AHERA)-40 CFR 763 Subpart E
763.80 to 763.99
• Colorado Department of Public Health and Environment (CDPHE) Regulation
No. 8
• United States Environmental Protection Agency (EPA) National Emission
Standards for Hazardous Air Pollutants (NESHAP)-40 CFR 61 Part M
• Occupational Safety and Health Administrarion(OSHA) asbestos regulations-29
CFR 1926 Parts 58 and 1101, and 29 CFR 1910 Parts 134 and 1001
1.2 Regulatory Compliance- EPA, NESHAP, OSHA and CDPHE Programs
ACMs identified in this report are subject to the NESHAP Regulations for Asbestos (40
CFR 61 Part M) and CDPHE Regulation No. 8. CDPHE is responsible for administering
the EPA NESHAP program in Colorado. ACMs are also subject to OSHA Standards for
Asbestos (29 CFR 1926 Parts 58 and 1101, and 29 CRF 1910 Parts 134 and 1001).
Materials containing one percent asbestos of less may be subject to OSHA regulations if
air concentrations sampled during demolition/renovation activities are at or above the
permissible exposure limit(PEL) of 0.10 fibers per cubic centimeter (f/cc) as an eight-
hour time weighted average or the excursion limit of 1.0 f/cc as averaged over a 30-
minute sampling period.
Revised OSHA regulations for General Industry (29 CFR 1910 Part 1001) and the
Construction Industry (29 CFR 1926 Part 1101) include the following provisions for the

communication of hazards to building owner employees (or by the sub contractor to
subcontractor employees):
• Employer must inform housekeeping/maintenance employees and the
subcontractors whether building components they maintain may expose them to
asbestos.
• Building owner shall maintain records concerning the presence, location, and
quantity of ACMs in the building for the duration of ownership or occupancy,
and records shall be transferred to successive owners
• Where a building owner of employer identifies ACMs, labels or signs shall be
affixed or posted so employees will be notified of what materials contain
asbestos. These signs or labels shall be placed on materials or in areas where
they will be noticed by employees who are likely to be exposed such as entrances
to mechanical rooms and pipe chases.
2 Methodology and Scope of Work
The inspection oF building materials was perfarmed in accordance with EPA, AHERA,
and CDPHE regulations. Asbestos inspection activities were performed by AHERA
and CDPHE accredited personnel. Certifications are included in Appendix A.
2.1 Asbestos Inspection Methodologies
The scope of the asbestos inspection was to identify ACM and included the following
steps:
• Review of previous asbestos inspection reports (none available)
• Visual inspection of all accessible areas of the building to identify suspect
materials
• Determination of Eriability by touching all accessible suspect material
• Development of a sampling plan for each material based on homogeneous
material type, friability, accessibility and location. Homogenous and non-
homogeneous materials were submitted for laboratory analysis by polarized
light microscopy (PLM).

2.1.1 Homogenous Areas
A homogenous area (material) is defined as an area containing a material that appears
similar throughout with regard to color texture, and date of application. 'The inspection
of the residential dwelling at the Roman House property included the following
building systems:
• Ceiling System
• Flooring System
• Structural System
• T'hermal/Mechanical Systems
• Wall/Partition Systems
• Electrical System
• Miscellaneous System (including building exterior and roo�
Homogenous materials that were inspected but not suspected to contain asbestos are
not included in this report. Such materials include concrete, wood and plastic products.
2.2 Homogenous Materials Identification
A visual inspection/walk-through of the structure was used as the basis in determining
homogenous materials at the location. Each type of homogenous material was assigned
an alpha numeric code to identify the different varieties of suspect building materials.
2.3 Friable and Non-friable Materials
The EPA distinguishes between to friable and non-friable forms of ACM. Friable
materials, when dry, can be easily crushed to powder by hand pressure. Non-friable
material cannot be crushed to powder by hand pressure.
No friable ACM material was discovered during this inspection. Many non-friable
ACMs may remain in place during demolition/renovation activiHes provided that work
procedures do not render the material friable and the workers are adequately protected.
2.4 Sampling Strategy
The bulk sampling strategy used to determine the appropriate number of samples to be
collected of each suspected material was developed using requirements of the AHERA
regulation and are summarized in the table below:

City inspectors collected bulk samples in a random and representative manner. Samples
were collected by obtaining a sample that included all layers within the suspected
material. Each sample was identified and documented on field sampling worksheets;
please see Appendix B for field sampling forms and documents. Upon completion of
the sample collection, the numerical identification information was transferred to a
chain of custody document to accompany the samples to the analytical laboratory. The
chain-of-custody forms can be found in Appendix C.
2.5 Laboratory Analysis for Asbestos
T'he bulk samples were submitted for analysis to Reservoirs Environmental, Inc.
Reservoirs Environmental, Inc. is an accredited laboratory by EPA's National Voluntary
Laboratory Accreditation Program (NVLAP). Analysis of the bulk samples was
performed using PLM to determine asbestos type and content. The PLM analyses are
reported as percent asbestos by weight and by a calibrated visual estimation. Copies of
the laboratory results and chain-of-custody documentation are included in Appendix C.
3 Asbestos Inspection Findings
Thirteen (13) bulk samples were collected from multiple suspect building materials.
EPA and OSHA define ACM as material containing more than once percent asbestos or
a material that is assumed to contain asbestos. No samples were found to contain
greater than one percent asbestos.

4 Recommendations
Current regulations established by the Colorado Department of Public Health and
Environment(CDPHE) require this pre-renovation/demolition inspection prior to any
demolition activities. A Notification of Demolition Form must be submitted to the
CDPHE, even if no asbestos was found during the inspection,and payment of a
notification fee and ten (10) working day waiting period is required before the
demolition can proceed.
5 Limitations
The inspection intended to identify those accessible materials that were reasonably
suspect to contain asbestos. Asbestos has been added to over 3,000 products produced
in the United States. This inspection does not guarantee that every potential ACM this
location has been identified and sampled.
