Sec. 3.8.21 Prior to installation of turf grass and/or other plant materials in areas that have been compacted or
disturbed by construction activity, such areas shall be thoroughly loosened, and organic soil amendments (such as
compost, peat or aged manure) shall be thoroughly incorporated into the soil of such areas at a rate of at least three
(3) cubic yards of soil amendment per one thousand (1,000) square feet of turf grass and/or area to be planted.
Prior to the issuance of any certificate of occupancy, the recipient of such certificate of occupancy shall affirm and
certify, in writing, that the turf grass and/or other planted areas that have been compacted or disturbed by
construction activity have received the required loosening and soil amendment or that legally binding commitments
have been made to install such soil amendment prior to installation of such turf grass and/or other plant material.
