On November 26, 1991, Empire Laboratories, Inc. observed the foundation
excavation for a residence under construction at 5424 Saratoga Circle,
Fort Collins, Colorado, a site more particularly described as Lot 51,
Clarendon Hills First Filing, Fort Collins, Colorado.
Siltstone bedrock was encountered within two (2) feet of the footing level
along the north basement wall and the lower level patio at the south side
of the basement. The excavation was overexcavated to a depth of two
(2) feet in these areas. Road base fill was placed in the overexcavated
areas. Empire Laboratories, Inc. took field compaction tests on the road
base. The results of these tests are included with this letter. A copy
of the moisture density curve for the road base is also included with the
letter. The soils exposed in the rest of the basement area and at the
upper level are sandy silty and sandy silty gravelly clay. The soils are
similar to those described in our "Report of a Geotechnical Investigation"
prepared by Empire Laboratories, Inc. for the site dated June 12, 1991.
(See ELI Project No. 8884-91.) Based on our observations, it is
recommended the structure be supported by conventional -type spread
footings and/or continuous grade beams designed in accordance with the
recommendations set forth in the geotechnical report.
At the time of the observation, bedrock was encountered within two (2)
feet below the footing level. Therefore, in our opinion a dewatering
system should be provided around the lower area of the structure. The
