The boiler room in the clubhouse has been used to install the boiler which heats
the swimming pool water, the chlorinating system for the pool, and to store additional
chlorine gas bottles. Chlorine is highly active chemically, corrosively attacking
almost all metals and is flammable in combination with many substances. In addition
chlorine -gas- is- poisonous- to humans-, producing choking suffocation unconsciousness
-
and death depending on the concentration and time of exposure. The foregoing
characteristics of chlorine make the area a hazardous area in accord with both
Volume I and Volume II of the Fort Collins Building Code, section 110-11 of the
electrical code, and also in accord with sections 20.11 and 20.12 of the Fort
Collins Fire Prevention Code.
In addition to the hazardous nature of the chlorine equipment and piping,
the physical space occupied by the pool equipment interferes with the working
space and access required to the heating boiler. The occupancy classifications
of the various occupancies are B-1, for club facilities, E-1 (for chlorine equip-
ment), and Boiler Room. Each occupancy requires at least one -hour separation
from the boiler room and a four hour separation is required between the B-1 and
the E-1 occupancy --see table 5-1,and section 503(d).
Inadequate combustion and dilution air has been provided to the boiler room --
ref. sections 601, 602, 603, 604, 606, and 607 of Volume II.
SUMMARY: Pool chlorine treatment equipment is not suitable for location in
a boiler room; is not compatible with electrical equipment located therein;
chlorine equipment is hazardous equipment and requires 4 hour occupancy separation
from B-1 (including its boiler room). Boilers for pool and domestic heating
are compatible but each must have adequate space, accessibility for maintenance
and adequate ventilation and combustion air. It appears that all chlorination
equipment and storage can most economically be located in an entirely separate
building.
