It has come to the attention of the Building Inspection
Department of the City of Fort Collins, Colorado, that your
firm does own and manage the University Plaza Shopping Center
at 2200 South College Avenue in Fort Collins, Colorado. Due
to the relatively recent wind damages to the building facia of
the Hesteds Department Store in your shopping center, a problem
has arisen requiring your attention. The problem pertains to
compliance with the City of Fort Collins Sign Code (Ordinance
No. 69, 1971).
According to the Sign Code the Building Inspection Department
will not be able to issue a sign permit to the Hesteds Department
Store to erect new signs to replace their destroyed signs. The
reason for this being that according to the City of Fort Collins
Zoning Ordinance Section 26.10 "any non -conforming sign which
has been damaged in excess of 50% of its original cost must be
restored in conformance with the Sign Code". It has been deter-
mined that all stores in your shopping center have exceeded the
total allowable sign area for the shopping center and are considered
to be non -conforming signs. As a result a master plan will be
required from you indicating the designated allowable sign area
for each place of business based on the total allowable sign area
for your entire shopping center. This master plan will be required
before we can issue a permit to the Hesteds Department Store so
they can erect and replace their signs.

I have enclosed a copy of the Sign Code to help you in deter-
mining your total allowable sign area. As a side note, you will
see that in the Sign Code all of the non -conforming shopping center
signs must comply with the Sign Code by November 18, 1977. We
