Waldo, Building Inspector RE: Complaint by Mr. Roley of Roley's Gifts DATE: December 7, 1973 Roy Bingman contacted me on November 30, 1973 in regard to an allegation made by Mr. Roley owner of Roley's Gifts located in the Foothills Shopping Mall, -that a building inspector had refused to -allow a beneficial- occupancy.until electrical receptacles had been installed above the show windows. Mr. Roley registered a complaint with City Councilman Charles Bowling, who I assume referred him to Mr..Bingman. The allegation was completely erroneous, and inorder to set the matter straight I will unfold the facts as they occurred. Paul Michaud and I inspected this'shop area " together on November 23, 1973 per the contractor's request for beneficial occupancy approval. Paul informed the general contractor, Charles Onstad,-that.the afore mentioned receptacles would have to be installed, and said nothing about refusing occupancy of the store. However, I found the.rear exit corridor had been.reduced to thirty-five'(35") inches in width by wall mounted shelving. I told the contractor the store could not open for business until ;this shelving had been . cut back to a point that would allow a corridor width of forty-four (44") inches. Paul reinspected the shop again on November 29,.,1973 and found that the:receptacles had not been installed yet, nor had the corridor problem been corrected. However, Mr. Onstad told him he would take care of the corridor immediately at which time Paul indicated to him that he would not hold up the occupancy. - This'entire incident transpired during the week you left me in -charge, and because I was in charge I felt that'Mr. Roley's complaint should have been channeled through me before it was sent to the department head. I might add that I inspected the shop this date, and the corridor problem has not been corrected. Mr. Onstad will be notified and ordered to make the corrections immediately. William E.
