Dear Mr. Taren:
This letter is in response to your letter of August 14, 1982, regarding
water seepage into the basement on the above referenced property. It is
a fact that our office did approve a final inspection for the basement
finish permit on September 22, 1980. As part of our required procedures,
the structural and safety items such as wall frame, electrical and plumb-
ing were inspected and approved for compliance with specific city building
codes. These codes are minimum standards however, and do not address damp -
proofing or protection from water infiltration into basements or sub -grade
areas. While I can certainly sympathize with your having this recurring
problem causing damage and inconvenience, preventative measures and reme-
dies go beyond the scope of this office.
I would recommend you contact a professional engineer or specialized con-
tractor to assist in determining a specific cause and possible corrective
procedures.

Gentlemen:
Kindly be advised that we, the owners of the Condominium loc-
ated at 1724-A Brookhaven Circle East, Ft..Collins.have been
having an ongoing problem of water seepage through the concrete
walls.
We note that although the concrete walls of the basement are sur-
rounded by dirt, there does not seem to be any water -proofing of
said walls, such as tar or other water -proofing material to pre-
vent water seepage through said walls which has been causing mold
to grow on said walls and a musty sewer like smell, dank and dis-
mal permeates the basement area.
Enclosed find a copy of a letter dated Sept. 23, 1980 sent by
Sharon Flinn, sec'y to your Dept., wherein under Permit #03321
dated August 27, 1980, your sec'y advised M.J. Keleher, the
contractor, that the basement area had been inspected and ap-
proved by the Building Inspection Division.
It is my belief that the installation of said basement was faulty
and also your inspection and approval therefore was not valid and
therefore the correction of said faulty basement is the responsi-
bility of your Dept. and the Contractor to correct same. We have
contacted the contractor in the past and he has refused to correct
said defect in the installation of said basement.
We had a flood in said basement approximately one year ago, where it
was determined that the water came through the walls and damages
occured in excess of $1,200.00 to carpeting, walls, doors etc.
This year approximately three weeks ago, the same problem reoccur-
red and we are determined to root out the problem and have it
