HomeMy WebLinkAbout1105 Remington St - Miscellaneous - 12/30/1999Recap of events surrounding Stop Work Order posted at 1105 Remington St. At approximately 10:45-11:00 A.M. on 1/14/2000 on the way to a mid -roof inspection at 121 Garfield St. for Atlas roofing I observed a roofer (Norm Brown) on the roof of the house at 1105 Remington St., next door south of 121 Garfield St. My first thought was, "What are the odds that there is no permit?" I called in to the office and requested a permit check as I pulled up and parked on Garfield St. The report came back no permit I asked for a double check. No permit was the reply. I then went to the trunk of the car to get a stop work order form and tape before inspecting the Garfield address. Upon walking around to the front of the house at 1105 Remington St., I saw a permit taped to the face of the house, as I approached I again called into the office for a third check and again the report was no permit. The front of the posted permit was faded but the back indicated a possible address of 414 S. Whitcomb permit #993942 for a reroof that had been signed off on 9/19/1999. After checking the permit number it had been issued to Brown Roofing for 411 S. Whitcomb and had been &Haled on 9/16/1999. I then proceeded to the rear of the house to talk to Norm Brown, to my surprise he was gone. I then called my supervisor Mike Gebo to ask for direction. I posted stop work orders on the front and back of the house at 1105 Remington St. then went next door to inspect the roof at 121 Garfield St. Talking with the roofers on this address, they stated that the roofer next door had been peering over the roof while I was in the front and then left through the back yard and alley. They described Norm Browns truck and stated that he would show up and work a few hours each day, that he had started about a week prior to them, that he had striped off a layer of asphalt shingles then started replacing the new layer without putting down tar paper. I left my card and asked them to call me if he returned. One more call to the office and was told that Norm Brown was at the counter getting a roof permit for 1105 Remington St. I called the supplier of the roll off dumpster in front of 1105 Remington St. (Waste Management 482-6319) . They stated that the dumpster had been ordered on 12/31/1999 by Brown Roofing. The roof of the house at 1105 Remington St. is a hip style with four main sides and a flat porch roof in the back, upon inspection of the.roof during the second trip at approximately 1:30 p.m. 1/14/2000 I discovered that the front and both sides and half of the back were complete except for ridge cap making the roof 88% complete. My question would be, when was Mr. Brown planning on calling for a mid roof inspection with the roof at this stage of completion, having obtained the permit at this point in time and not being able to get an inspection until the following working date 1/18/2000 four days later? I question the actions of Mr. Brown, his leaving without talking to me, the posting of the S. Whitcomb permit on the face of the Remington house, the dates of the events pertaining to the dumpster, starting date a week prior to obtaining the permit, not ordering a mid roof inspection in a timely fashion, and not placing tar paper beneath the new layer of shingles. City policy is to obtain a permit prior to beginning a reroof, to post the permit so that it can be seen, and to call for a mid roof inspection at two thirds completion. Respectfully, Samuel W.
