AFFIDAVIT OF JOHN J. FEYEN
John J. Feyen, being first duly sworn, states under oath as follows:
1. I am employed by the City of Fort Collins Police Services ("FCPS") and hold the
rank of Assistant Police Chief.
2. I supervise FCPS's patrol division and have direct computer access to all video
recordings of FCPS police officers.
3. The body camera footage filed with this Affidavit from the body cameras of
Defendants Todd Hopkins (16-20128 FC165-1) and Brandon Barnes (16-20128 FC280-1) are
stored in the City's computer system as part of Report #16-20128 in accordance with FCPS policy.
4. Filed with this Affidavit are true, correct and authentic copies, kept in the ordinary
course of business, of the video downloaded from the body camera referenced above.
