Poudre Fire Authority reported a neighbor was yelling and taking photographs of cars that were en route to their training facility. Contact with JIM PIETRANGELO I contacted JIM PIETRANGELO at the office of the Poudre Fire Authority Training Facility. I asked JIM what had taken place this morning. JIM stated several students had informed him that while driving to class this morning, a neighbor identified as KEITH GILMARTIN had been yelling at their vehicles and trying to take photographs of their license plates. JIM asked if any of the students would speak to the Sheriff's deputies. Two of the students voluntarily agreed to speak with us. The two students were identified as DEBORAH SKOAR and AMY SCOTT. Contact with DEBORAH SKOAR I spoke with DEBORAH in the lobby of the Poudre Fire Authority office. I asked DEBORAH what had taken place. DEBORAH stated that while she was driving down West Vine towards the training facility, an older gentleman had jumped out from the side of the road screaming at her and took her picture. DEBORAH said she was upset by the actions and she was unsure what the individual was yelling at her. Contact with AMY SCOTT I contacted AMY SCOTT in the lobby of the Poudre Fire Authority office. I asked AMY what had taken place. AMY told me that while she was driving on West Vine, an older gentleman had jumped out from the side of the road and had taken a picture at her and was screaming at her. AMY was unable to understand what the gentleman was screaming. AMY said this made her feel uneasy so she had informed the staff at the Poudre Fire Authority about what had taken place. I asked KEITH what had taken place this morning. KEITH was very short with his answers. He said, "I took some photographs. Are they illegal?" I told KEITH that taking the photographs was not illegal, however, the manner in which he had conducted himself was dangerous and could have caused an accident. KEITH stated the reason he had taken the photographs was because he was documenting the traffic problem on the road. The speed limit is 25 miles per hour and KEITH is upset that people are speeding down the road. I informed KEITH that the appropriate action is to contact the Sheriff's Office and allow us handle the traffic problem. KEITH stated he would continue to document the problem. He stated the problem was not only unmarked vehicles but it had also been vehicles from the fire department as well as all police departments. I told KEITH he had a right to document the traffic concern, however, he needed to it in a safer manner and if he so chooses he can take the photographs from his driveway which connects to the portion of Vine Road he is concerned with. KEITH said he understood he could not take any action himself, but felt some type of action needed to be taken. KEITH agreed to stop stepping out into the road to take the photographs.
