I spoke with Chad MYERS who told me one of his students had an incident a few days prior with a vehicle near the training facility. MYERS introduced me to Eric BALLARD. BALLARD stated on September 30, 2014 at approximately 1715 hours he was driving eastbound on Vine Drive and turned south onto Overland Trail. A short time later he was behind a red, late model, Volvo with the headliner hanging down which was traveling below the speed limit. BALLARD said he was able to stop before a collision happened. He said there was no reason for the Volvo to stop in the middle of the road. The Volvo continued south along Overland Trail but started to drive on the shoulder. BALLARD said he thought the driver was trying to make him go around. After a short time he noticed the driver of the Volvo was holding something up with his right hand that appeared to be a cell phone or a camera. The driver was swinging it back and forth as if to show BALLARD the item. A short distance later the Volvo sped up and then locked up his brakes again coming to a complete stop for no known reason. BALLARD said he was extremely on his guard at this point and again stopped before there was a collision. The Volvo started going again. BALLARD turned left onto a road, he was not sure of the name, around Hughes Stadium to go downtown and get away from the Volvo. BALLARD stated the Volvo swerved left in front of him cutting him off. Both vehicles were headed east on the unknown road and the Volvo again pulled into the shoulder of the road. BALLARD decided to travel past the Volvo and described the driver as a white male between the ages of 55 and 75 with white-ish grey hair holding up an item he described as a cell phone or a camera. BALLARD told me he had noticed two other vehicles behind him. He also said he was very conscious of his driving after the first time the Volvo had stopped and was never very close behind the vehicle. He stated they had been traveling under the speed limit the whole time. He did not remember the license plate number of the vehicle. I attempted contact with Keith GILMARTIN who is known to drive in that area and owns a late model red Volvo, but he had not returned my call at the time of this report. BALLARD wrote me an email with of his recollection of the event. I printed it out and placed it in records at the Colorado State University Police Department. I emailed BALLARD, asking for the make and model of the vehicle he was driving as well as the license plate number to add to the report. He had not responded to me at the time of this report. Case Number 14-2441 Eric Ballard ---------- Forwarded message ---------- From: eric ballard <eballard02@gmail.com> Date: Thu, Oct 2, 2014 at 9:33 PM Subject: Case Number 14-2441 Eric Ballard To: anthonie.rose@coloradostate.edu Officer Rose, As requested, this serves as a statement and outline of the incident that occurred at approximately 17:25 near Vine Dr & Overland Trail. -I am a Firefighter that was attending a training class at PFA Academy at 3400 W Vine Dr. I-, -On Tuesday Sept 30th, I had left 3400 W Vine Dr after class, turned right/south on Overland Trail. 4_1 -About 30 seconds after driving south, I approached an older model, maroon color 4-door volvo sedan, traveling south slower then the speed limit. The vehicle came out of nowhere and was in front of me. -After following the vehicle for a brief time, and just south of LaPorte intersection, the vehicle slammed the brakes, locked them up right in front me. No reason was present, no road hazard existed for this to occur. I was able to stop. -The vehicle straddled the right shoulder lane line and continued to go slower then limit. It appeared that the driver was tempting me to pass him. -Shortly after that, the vehicle again slammed the brakes and locked them up. Again i was able to stop. -Shortly after that, I attempted to turn left on W. Drake, the vehicle swerved left in front of me and also turned left. This almost caused accident. -The vehicle pulled over, pumping his fist and holding up what appeared to be a cell phone or a camera. -Driver looked to between 55-75yrs of age, white male, grey and white hair color. -Vehicle had headliner falling down.
