Dear Ms. Cecil:
As you are aware, the Fort Collins Planning and Zoning Commission denied the Northern
Integrated Supply Project (NISP) Site Plan Advisory Review (SPAR) application at its June 30
special meeting. Should the Commission’s decision be overturned by the Northern Colorado
Water Conservancy District Board and the NISP project proceed within the City, the City
reserves the right to further review and regulate NISP pursuant to any applicable process
requiring City approval, including, but not limited to, the rights to use City-owned property such
as natural areas and river banks and bed, floodplain use permits, right-of-way encroachment
permits, and any applicable land use or other regulations adopted by the City in the future. Any
such further review would be governed by the applicable standards and information submitted
for review, and the City’s decision in each review is independent of, and not bound by, prior City
decisions unless otherwise specified.
