On 04/07/17 at approximately 2323 hours, I was on patrol in the area of Old Town when I heard Officer Randall
Klamser (FC276) request immediate assistance in the area of 11 Old Town Square from a unit with a caged
patrol vehicle. I arrived on scene, where Officer Klamser had custody of a female who was being verbally and
physically uncooperative with him. Officer Klamser was trying to walk with the female, but she appeared to be
going limp and intentionally trying to not stand-up.
Officer Klamser requested that the female be placed into the back of my patrol car as she was in custody and
physically trying to pull away from him. While attempting to pat the female down prior to placing her in the back
of my patrol car, she was cursing at myself and Officer Klamser and trying to turn away from me multiple
times. I told SURAT to stop moving and face my patrol vehicle, and she continued to curse at me. SURAT had
bloodshot, watery eyes and smelled strongly of an unknown alcoholic beverage. Once in custody, I searched
the females purse prior to securing it in my vehicle. I located a Colorado driver's license with the name of
Michaella SURAT in the purse.
Once in the back of the patrol car and medical arrived on scene, SURAT continued to be verbally
uncooperative with paramedics. When asked about her injuries, SURAT would not provide specific injuries.
SURAT said her whole body hurt. Prior to being medically cleared, SURAT said she was now feeling suicidal
and wanted to kill herself. Officer Klamser requested that I transport SURAT to Poudre Valley Hospital to be
evaluated for any mental health issues.
Upon arrival to PVH, I advised intake that SURAT was medically cleared on scene but made a suicidal
statement and needed to evaluated for the suicidal statement. While at Poudre Valley Hospital, SURAT
continued to be verbally uncooperative with hospital staff and officers. When nurses asked SURAT if she was
feeling suicidal she said yes, and SURAT said something about it being because of the "fucking cops."
SURAT told me she remembers saying "Fuck you" to Officer Klamser multiple times but said she did not do
anything else wrong. Officer Klamser asked SURAT if she wanted any specific injuries documented, and she
mentioned her knees and ankles. I took photographs of SURAT's knees and ankles and logged them into
evidence. I did not observe any obvious signs of injury on her knees or ankles. I did not observe any other
visible injuries to SURAT. PVH staff provided me with discharge paperwork which was provided to detention
staff upon arrival to LCDC. One of the PVH nurses also advised they called over to LCDC and spoke with
detention staff.
Upon being medically cleared, I transported SURAT to LCDC. SURAT was booked without incident on
charges of Third Degree Assault and Obstruction.
No further action.
