Narrative
Doctors Brenda McClelland, DVM and Michael Jewell, DVM, operate a veterinary clinic
at 4708 S. College in the north half of an existing building. They have an approved minor
amendment from 2011 for this use. They propose to grow their business into the south
portion of the existing building. The expanded building area will house dog and cat
boarding facilities, indoor dog exercise areas, and an expanded grooming business. They
will be able to board up to about 15 cats and up to 40 dogs. This will be a high -end
boarding facility featuring "cat condos" and cageless daycare for dogs. A fenced dog
walking area will be constructed on the north side yard of the property. A dog physical
therapy swimming pool will be installed within the existing building. The swimming pool
will be equipped to allow dog dock -diving competitive events within the building. There
is no change proposed to the footprint of the building or the site plan except the fenced
dog -walk area. I am attaching the 1976 site plan for the building which is still accuarate.
No changes to parking lots or landscaping are proposed. There is also no proposed
changes to the exterior appearance of the building.

Re: Pet Wellness Expansion Project, MA130053, resubmittal to address round one
comments
Dear Noah,
I am sending you revised prints of the project mentioned above and this response to each
of the significant round one comments.
1. Engineering Development Review, comment #1. We acknowledge the
comment about the terms of the recorded development agreement.
2. Stormwater Engineering, comment #2. The dog walking area does not create
any new impervious surface. The perviousness of the site remains unchanged.
3. Zoning, comment # 1. This building and use meets the definition of an Indoor
Kennel. I believe the building is adequately soundproof, the building is
primarily brick masonry veneer over insulated frame walls. The building
includes two separate interior exercise areas. Separate ventilation of the dog
and cat areas will be provided. Grooming and training services will be offered.
4. Zoning, comment #2. There will be at most three dogs at the outdoor fenced
area at any one time. They will be accompanied at all times by one of the
facility staff. They will be allowed to stay out about 10 minutes at a time.
Once they have "done their business", they will be taken back inside. All dog
waste will be cleaned up immediately. If a dog exhibits bad behavior, i.e.
barking, they will not be allowed outside. Notes are added to the drawing
about this area.
5. Zoning, comment #3. Additional site details around the dog walk area are
attached. The ground surface will be the existing irrigated lawn. There are
some mature trees in this area. The fence will be a 6' high solid vinyl, beige.
A fence detail is included. We are proposing three new bushes at the front,
west side, of the area.
