Ted,
Allow me to throw out some things to ponder regarding this right -turn lane.
I do not disagree with the fact that right -turn lanes do Improve both the operation and safety at intersections. It is my understanding that
the Horsetooth/Taft Hill intersection will operate acceptably, in the long range future, with or without the subject right -turn lane. There
are numerous places in Fort Collins where a right -turn lane does not currently exist, but are warranted based upon the LCUASS,
Chapter 8 criteria. The City does not install them because the operation is acceptable without them. Just something to think about.
Further assuming the right -turn will be required, in an effort to minimize the site impact, would City staff consider having an attached
sidewalk along the right-tum lane (not have a parkway/planting strip). I understand the implications of pushing snow on the sidewalk,
but wanted run this up the flagpole.

Traffic Operations Department has determined that per the Larimer County Urban Area Street Standards (LCUASS)
southbound right turn lane on Taft Hill Road will be needed on the approach to the intersection with West Horsetooth

As you all know, under present conditions, a south bound right turn lane currently exists. Taft Hill Road is classified as a
four lane arterial per the City's Master Street Plan. As such, there is future expectation of widening Taft Hill Road to four
lanes south of Horsetooth Road. With that widening, the current south bound right turn lane would become the additional
south bound through lane.
In order to comply with Chapter Eight of the Urban Street Standards, however, a future, separate, southbound right turn
lane on Taft Hill Road will also be needed to accommodate right turns to be moved out of the through lane to go west on
Horsetooth Road.
Staff has determined that a dedication for this future right tum lane should be made in conjunction with the Global Village
Academy Site Plan Advisory Review. This dedication would be twelve feet in width and approximately 560 feet in length.
Construction would not be needed until at some point in the future and, at which time, would be the full obligation of the
City of Fort Collins.
Dedication can be made by a subdivision plat or by a separate legal document.
