Mr. Oberlander,
This letter is in response to the variance request letter dated April 21, 2015 regarding a variance request to Table 7-3
of the Larimer County Urban Area Street Standards to reduce the distance between driveway edges along an Arterial
Roadway.
The variance request to reduce the required driveway separation to allow for a driveway to be installed for the
Community Recycling Center is granted. As identified on the plans a right -in right -out pork chop island shall be
constructed as an interim condition.
This request does not set precedence or change the application of our design standards in other situations. If you

Request for Variance #1 — Driveway Separation
Dear Sheri:

The Community Recycling Center has been in the City's PDP process for about two years. Because of a
number of site constraints and funding issues, the project layout has been changed since the original approval
of the PDP. A Minor Amendment is in progress with a new driveway location for the site. We are requesting
a variance relative to the driveway spacing on Timberline Road.
According to LCUASS, Chapter 7, Table 7-3, on arterial streets, the distance between driveway edges should
be 460-660 feet. The Recycling Center is located between the Timberline Substation on the north and the
Timberline Star property on the south. Both of these existing sites have driveways to Timberline and they are
spaced 555 feet apart. The project previously was approved taking access off of the Substation drive and then
climbing 15' vertically to the recycling center. This drive location was not ideal as the drive covered an
existing drainage channel, was very steep, required the loss of several of the large pine trees on the south side
of the drive, interfered with the Park's Department disc golf course, and also was going to be very difficult for
trucks exiting the site. As a part of the team's review of the approved site plan (and coordinating with Joe
Olson's Office), it became apparent that separating the two drives would be advantageous. It should be noted
that the project actively worked to gain access through Timberline Star (which would not have had nearly the
grade and turning issues) and the request was rejected.
It is proposed to place the 30' drive from the Recycling Center 228' south of the substation drive and 297'
north of the Timberline Star Drive. Both of the existing drives are full movement today (although there is
only nominal traffic to the substation). When the Timberline Road Ultimate Widening is completed in 2016,
all of these drives will be blocked by a median and will be right in -right out. In an interim condition it is
proposed that a pork chop median and signage be installed on the new Recycling Center drive to make it right
in -right out now and in the future. There is adequate (unlimited) sight distance looking to the north and down
the hill on Timberline for exiting traffic. Therefore, it is respectfully requested that a variance to driveway
spacing be granted. This variance will not be detrimental to the public health, welfare and safety.
Please note that the 2016 Timberline widening will also construction the third southbound lane, curb,
sidewalk and street trees adjacent to this site. It is our understanding that a variance is not needed for the
ultimate improvements as these are presently being designed and the construction is funded.
