includes a detail that shows a full -cutoff lighting structure and meets Section 3.2.4 of the
Land Use Code.

the fact that the area that needs to be used as part of the back up area is on PSD property and since it is built as
a street and as such the City probably maintains it we are just going to leave it the way that it is.

All,
I'm sorry I was unable to attend yesterday's Transportation Coordination meeting. However, I did speak with
Sheri about the Portner Road dead-end issue and this letter serves to present my suggestion and reasoning to
resolve the issue. Ted, let me know if you want me to insert this into DIMS.
FCLUC and the 2006 IFC (with local amendments) require a turnaround of at least 100 feet in diameter at the
end of a dead-end street. In case you want the specific wording:
FCLUC 3.6.2:
(B) Cul-de-sacs shall be permitted only if they are not more than six hundred sixty (660) feet in length and have a
turnaround at the end with a diameter of at least one hundred (100) feet. Surface drainage on a cul-de-sac
shall be toward the intersecting street, if possible, and if not possible a drainage easement shall be provided
from the cul-de-sac. If fire sprinkler systems or other fire prevention devices are to be installed within a
residential subdivision, these requirements may be modified by the City Engineer according to established
administrative guidelines and upon the recommendation of the Poudre Fire Authority.
(C) Except as provided in Subsection (B) above for cul-de-sacs, no dead-end streets shall be permitted except in
cases where such streets are designed to connect with future streets on abutting land, in which case a
temporary turnaround easement at the end of the street with a diameter of at least one hundred (100) feet
must be dedicated and constructed. Such turnaround easement shall not be required if no lots in the subdivision
are dependent upon such street for access.
Amendment D103.4
Dead-end fire apparatus access roads in excess of 150 feet shall be provided with width and turnaround
provisions in accordance with Table D 103.4. (Table D shows no turnaround required if the dead end is 0-150
feet in length.)
Here's my thinking. The distance from the northernmost drive cut into Transfort, to the farthest end (dead end)
of Portner is 140 feet. Since we have agreed that we can back apparatus up to 150 without needing a
turnaround, what I propose doing is counting the drive cut as the turnaround location for apparatus. In other

words, we could back apparatus the 140 feet from the end of Portner to the drive cut, and then do a K turn to
leave the area. It meets the intent of the code (maximum backing distance of 150 without some other means to
turn around). Also, and probably more importantly, the Transfort building is fire sprinklered.
I know this differs from The Grove project turnaround. However, there are two big differences. No. 1, while
these are both infill projects, The Grove had room to accommodate an established, City turnaround design that
met the needs of PFA, developers and The Gardens. And No. 2, The Grove is a multi -family, residential project —
yes, those buildings are sprinklered, too, statistically speaking, an R2 poses a higher risk for fire occurrence,
injuries and death, which prompts us to ensure we can turn around and maneuver apparatus in as quick a
manner as possible.
