Mr. Eliason,
After reviewing our traffic counts at the Shields Trilby intersection in 2007, 2010 and 2012 traffic volumes
have had significant enough increases on Trilby and on Shields that I must request a traffic study. City
policy states a new traffic study will be required if the past study was older than 3 years. With that policy
and the fact that traffic has increased more than expected with the economic downturn I'm unable to
waive the traffic study.

Thanks for taking the time to look at this. I have attached the old site plan and the new site plan. As I
mentioned on the phone, we are increasing the density from 27 single family homes to 28 single family
homes. Please let me know if a traffic report will be required.

I spoke with Mr. Sam Eliason regarding the need for a traffic study for the above proposal. After reviewing the
history and studies back to 19941 concluded that the project should do a TIS. That decision is more based on
policy language than expected impact to the adjacent streets.
I am also ok with the TIS being submitted late but no later than the second round of review. Mr. Eliason
recognizes the risks of something unexpected coming from a late submitted TIS that could cause additional delay
to their project approval process.
I also let Mr. Eliason know other departments such as Engineering and Transportation Planning should also give
their approval on a late TIS.
