11/08/2013: As part of development or redevelopment, the City of Fort Collins Land Use Code
and the Fort Collins Municipal Code requires that rights -of -way, easements and public
infrastructure adjacent to the development or redevelopment site must comply with current
design standards. If substandard conditions exist then the development project is responsible
to bring substandard conditions up to current standards.

11/08/2013: The main access drive approach off of Redwing does not meet ADA standards
and is in poor condition. Currently, the attached sidewalk leads pedestrians to a 6" curb drop
contact Jesse Schlam 970-218-2932 or email @ jschlam(c.fcgov.com
Response: Please see the revised report and plans.
10/29/2013: The site disturbs more than 10,000 sq-ft and in a sensitive area, therefore Erosion
and Sediment Control Materials need to be submitted for FDP. The erosion control
requirements are in the Stormwater Design Criteria under the Amendments of Volume 3 Chapter
7 Section 1.3.3. Current Erosion Control Materials Submitted does not meet requirements.
Please submit; Erosion Control Plan, Erosion Control Report, and an Escrow / Security
Calculation. If you need clarification concerning this section, or if there are any questions

12/05/2013: The dimensions of the trash/recycling enclosure were included, but the concrete
pad was not labeled on the site plan or the utility set.
Response: Labeled as concrete
10/28/2013: The Site plan will need to label the dimensions of the trash enclosure. Also it is
unclear at this time if the trash enclosure is located on the concrete pad and designed with
walk-in access. Please make this clear on the site plan.
Comment Number: 4 Comment Originated: 10/28/2013
12/05/2013: The meter locations where identified but where is the mechanical/utility equipment?
Response: The roofs of the proposed building form a central mechanical well that will hide rooftop
mechanical equipment. Dashed lines indicating the location of this well have been added to the
architectural elevation drawing sheets.
10/28/2013: Site, Landscape and Elevation drawings should include the mechanical/utility
equipment locations and notes on painting and screening.

12/05/2013: The Lighting plan statistics table did not change. Please calculate for the parking
area (drive aisles and spaces) the average foot-candle and verify it is at least 1 foot-candle.
Also the Lighting plan printed really blurry this round it was clear the first round.
Response: Chart has been updated.
10/28/2013: The Lighting plan in the statistics table it should call out the parking area by itself.
The parking area should have and average 1 fc.

12/05/2013: The owner certification signature block is not necessary on the cover sheet.
Response: This has been removed
at the drive approach. A new drive approach will need to be constructed to meet current
standards. Refer to LCUASS drawing 706. See redlines.
Response: A new drive approach has been proposed per standard detail 706. Detail 706 has been
included within the detail sheets.

11/08/2013: The existing handicap ramp at the southwest comer of Drake/Redwing, adjacent to
the site, does not meet current ADA standards for handicap access. This project will need to
reconstruct the handicap ramp to meet current standards.
Response: A new handicap ramp is proposed at the southwest corner of Drake and Redwing and
conforms to ADA standards.
Comment Number: 4 Comment Originated: 11/08/2013
11/08/2013: This project is responsible for dedicating any right-of-way and easements that are
necessary for this project. It is not clear at this point how much right-of-way exists along Drake
Rd. Per Larimer County records, approximately 92ft of right-of-way exists along Drake at this
location. The proposed utility plans with this project reference 100ft of right-of-way that exists.
® Current standards for Drake Rd, a 4 lane arterial road, requires a minimum of 102ft total
right-of-way needed (constrained arterial road standard), with this property responsible for half,
or 5lftof right-of-way. Initially, it appears that dedication of additional right-of-way will be
needed at this location. Please contact me to discuss the right-of-way issue further.
Response: The current ROW for Drake Road is 100' wide with 50' half ROW. Additional ROW of 1' in
width by separate document. A legal description and exhibit has been included for review.

Comment Originated: 11/08/2013
11/08/2013: There is an existing power pole that encroaches into the sidewalk along Drake Rd,
adjacent to the site that is an existing hazardous condition. The sidewalk will need to be routed
around the pole at this location to provide adequate pedestrian connectivity. See redlines
Response: The sidewalk is proposed to route around the existing power pole as we discussed.
Comment Number: 6 Comment Originated: 11/08/2013
11/08/2013: The building expansion is encroaching into existing utility easements on -site. The
utility easements will need to be vacated by replat of the property or by separate document.
Please contact me for additional information on the process to vacate utility easements by
separate document.
Response: The building has been revised to only encroach within the utility easement to the south. This
area will be vacated by separate document and is included within this submittal for your review.

12/11/2013: Further evaluation of the handicap ramp configuration at Drake/Redwing is needed
prior to approval. The minimum handicap ramp opening width is 5ft. With the existing power
pole and utility boxes there may not be enough room to fit a standard handicap ramp. It may
be necessary to relocate the conflicting utility boxes back, replace the handicap ramp and
keep the sidewalk attached along Redwing St rather than routing the sidewalk around the utility
boxes. A site visit has been setup to look at the configuration and site constraints and further
discussion will follow. If the preferred layout is to route the sidewalk around the utility boxes an
additional access easement is needed where the sidewalk extends onto private property. I will
be in contact after the site meeting. Please contact me with questions.
Response: Per our discussion on -site, we have redesigned the walk avoid existing conflicts and adequately
route pedestrians to directional ramps while maintaining ADA regulations.
11/08/2013: The existing handicap ramp at the southwest comer of Drake/Redwing, adjacent to
the site, does not meet current ADA standards for handicap access. This project will need to
reconstruct the handicap ramp to meet current standards.

many places. If you need clarification concerning this, or if there are any questions please
