01/07/2015: You will need to provide a trash and recycling enclosure on site and show this
enclosure on the site plan. The enclosure will need to be screened from public view and provide
walk-in access without opening the main enclosure service gate per section 3.2.5 of the Land Use
Code.
As part of the alley improvements this area instigared through the DDA a Co-operative Trash
Collection agreement. Through this agreement there were a number of shared trash enclosures
created for the businesses in the area to use. This eliminated numerous trash haulers, the wear and
tear and pollution and many dumpsters from the alleys. Due to this trash enclosures are not needed
for this property.

Gates securing fire apparatus access roads shall comply with all of the following criteria:
1. The minimum gate width for vehicle access shall be 20 feet.
2. Gates shall be of the swinging or sliding type.
3. Construction of gates shall be of materials that allow manual operation by one person.
4. Gate components shall be maintained in an operative condition at all times and replaced or
repaired when defective.
5. Electric gates shall be equipped with a means of opening the gate by fire department personnel
for emergency access. Emergency opening devices shall be approved by the fire code official.
6. Manual opening gates shall not be locked with an unapproved padlock, or chain and padlock,
unless they are capable of being opened by means of forcible entry tools or when a key box
containing the key(s) to the lock is installed at the gate location.
7. Gate design and locking device specifications shall be submitted for approval by the fire code
official prior to installation.
As per meeting with Jim Lynxwiler: Instead of a security gate, we will be providing two bollards
with a chain to signify emergency access only.

Buildings exceeding 5000 square feet shall be sprinklered or fire contained. If containment is used,
the containment construction shall be reviewed and approved by the Poudre Fire Authority prior to
installation. From prior conversations with the design team, it is my understanding the building will
have a fire sprinkler system installed. Please contact Assistant Fire Marshal, Joe Jaramillo with any
fire sprinkler related questions at 970-416-2868.

12/29/2014: Please include a cover sheet with a sheet index and signature blocks for the owner and
the Director of Community Development and Neighborhood Services. Also a Site Plan table should
be included with parking calculations for both vehicle and bicycle spaces and existing and proposed
land uses.

12/29/2014: On the southwest corner of the property there appears to be parking spaces that
extend outside the limits of the BDR. The BDR will need to include the entirety of the spaces. Or the
portion of these spaces that are in the BDR boundary will need to be landscaped.
The parking spaces mentioned are mostly in the property boundary of the adjacent property.
We will be replacing the asphalt up to the property line, but not interfering beyond our property
boundary. The existing concrete header is the property boundary and was put in during the alleys
renovations. Due to the closure of vehicles in the alley an access agreement was made to give
access to this adjacent property owner and this is why the parking is this way.

these without the underdrain, but they tend to function better and require less maintenance with

proposed rain gardens.

Emergency vehicles will respond to the posted address, in this case, 633 or 639 S. College Ave.
Emergency vehicles cannot take access off of an arterial nor can the alley be uses as a primary point
of access. As such, an Emergency Access Easement on the property will be required. In addition to
the design criteria already contained in relevant standards and policies, any new fire lane must meet
the following general requirements:
> Shall be designated on the plat as an Emergency Access Easement.
> Maintain the required 20 foot minimum unobstructed width & 14 foot minimum overhead
clearance.
> Be designed as a flat, hard, all-weather driving surface capable of supporting 40 tons.
> Dead-end fire access roads in excess of 150 feet in length shall be provided with an approved area
for turning around fire apparatus.
> The required turning radii of a fire apparatus access road shall be a minimum of 25 feet inside and
50 feet outside. Turning radii shall be detailed on submitted plans.
> Be visible by painting and/or signage, and maintained unobstructed at all times.
> Additional access requirements exist for buildings greater than 30' in height. Refer to Appendix D
of the 2012 IFC or contact PFA for details.

As per meeting with Jim Lynxwiler: We are not using a plat, existing site.
The emergency drive access has been modified. It now contains two bollards with a chain
connection to signify emergency access only. It is not in excess of 150 feet; therefore, no turning
apparatus is required. The No Parking Zone that runs in front of the building would operate as an
emergency parking area in the event of an emergency.

01/07/2015: The project owes an additional $95 for the TDRFees. I didn't receive a copy of the TDRF
applicant that was submitted so I don't know what numbers were used to calculate the fees that
were submitted. I based the calculation on the acreage from the legal description for the site that
was submitted (1.71 acres).

The applicant will need to work with CDOT to get a new/ updated access permit for the access
driveway out to College Avenue. Using removable bollards to control the access is okay, but
bollards will need to be located behind the sidewalk - outside of the right-of-way for the control of
the access point. You can also keep the other bollards that are being shown, but bollards just behind
the sidewalk are required to prevent the area from being used as head in parking. The driveway will
need to be reconstructed so that it is the width of the proposed driveway. The width and location of
the driveway need to be shown on the plans and if you want to use the radius driveway the
proposed radii.
The driveway has been modified to match the proposed driveway width. Application for the
updated access permit has been started with CDOT. The bollards have been moved to behind the
sidewalk as requested. As per Fire comments a single chain between bollard will serve as the
control for access as Fire does not permit removable bollards.

does it get out there? We don't allow concentrated flows or flows down a driveway to flow over a
sidewalk, so it looks like sidewalk culverts are needed to take water under the sidewalk out to
College Avenue.
• NE RESPONSE: Per phone conversation with Sheri Langenberger we have revised the drainage report
to clarify that the storm water discharges into proposed rain gardens/water quality ponds prior to exiting
the site. There are no concentrated flows discharging onto College Avenue and therefore a sidewalk
culvert is not needed. Overall the 100-year flows are being reduced and the existing site drainage
conditions are being improved with this development. This has also been approved by the City Storm
Water Department.

curb/gutter will not be disturbed. Just to be safe a note was also added to the Utility Plan Sheet C100
stating Contractor shall replace existing curb/gutter with new curb/gutter that matches existing
conditions. New asphalt must also overlay new gutter so that existing flow line elevations are
maintained to ensure proper drainage." A standard curb/gutter detail was also added to Detail Sheet
C400.
