The scope of this plan was discussed with the Fort Collins Traffic Operations Engineer. This preliminary signal plan includes a scaled intersection with existing and proposed facilities (roadway, curb & gutter, sidewalk, etc.), utilities, and signal equipment. It shows the proposed signal pole location, mast arms and length, signal heads, pedestrian heads, traffic pull boxes, conduit, and controller locations. A preliminary phasing diagram is also included. variance be granted reflecting the proposed design. Because the right -turn lane will still provide deceleration outside of the adjacent through lane, this variance is not a detriment to the public good and is in the public interest. Intersection Spacing on Lincoln Avenue According to LCUASS, Chapter 7, Table 7-3, on arterial streets, the distance between driveway edges should be 460-660 feet. There are two driveways that will access the Link-N-Greens site on the south side of Lincoln Avenue. According to the site plan, these driveways are approximately 435 apart. The centerline distance is approximately 450 feet. These driveways align with specific existing driveways on the north side of Lincoln Avenue, as requested by City staff. There are also numerous other existing driveways on the north side of Lincoln Avenue that are closer than the minimum distance in the cited standard. It is accepted engineering practice for driveways on opposite sides of the street to be aligned. Because the Project cannot require that other, existing driveways be relocated in order to accommodate it, the location of the existing driveways on the north side of Lincoln Avenue cannot be changed if the proposed driveways to access the Project were to be relocated to meet the 460 foot minimum criterion. Therefore, it is respectfully requested that a variance to driveway spacing on Lincoln Avenue be granted. This variance will not be detrimental to the public health, welfare and safety. The variance request to use 30 foot radii for the % access off of Lemay Avenue is granted. 2. The variance request to use 25 foot radii for the access driveway off of Lemay Avenue directly west and aligned with Magnolia Street is granted. 3. The variance request to use 30 foot radii for the eastern access driveway off of Lincoln Avenue is granted. This variance submitted is granted based on the information provided. If such information changes, such as the site uses, layout or parameters the City reserves the right to re-evaluate the variance requests and determine if these decisions still stand. Fidelity previously issued an owner's policy to Woodward last year (file No. F225826, Title Policy # 27-031-06-160275). There was also a conveyance of a portion of the property to the City of Fort Collins earlier this year which the City ordered a policy thru another vendor. We do not have a valuation of the easements as yet, but will get you that information once we know. Attached are 2 options: Alt -A drops the low point structure so the flowline is &5% in and out but the maximum cross slope grade break at the saw cut line is a max of 1.8% for 40'. Alt-B drops the lowpoint so the maximum cross slope grade break is at 1.0%. This gives a flowline grade of 0.3% in and out. Do you have a preference? Both of these options are based on having a quarter crown at the sawcut line and not doing a mill and overlay to the median. I believe both of these options are acceptable depending on which criteria you prefer to control. Also for the existing structure excavation near the river we should maintain a cone roughly 2 foot around the top of the pole and slope down at a 1 to 1 slope. The top of the cone will be 2' in radius plus the radius of the foundation. So if the foundation is 2' radius then the cone will be 8' diameter at the top and slope out and down from there at a 1 to 1 slope. Call me if you want to discuss this. Dear Matt, This letter is in response to the variance requests in the letter sent to Joe Olson dated January 14, 2013 regarding variance requests to deceleration lengths for the auxiliary lanes and the intersection spacing on Lincoln, Avenue as per the standards in the Larimer County Urban Area Street Standards (LCUASS). I will address each of the variance requests as I understand them to be: 1. The variance request to use the posted speed limit of 35 mph for the design of the deceleration component of the auxiliary lanes on Lemay Avenue and Lincoln Ave is granted. As identified in the request, the storage component, where applicable, shall be added to the deceleration component of the auxiliary lane. 2. The variance request to further reduce the length of the auxiliary lanes at the western most access into the site off of Lincoln Ave to 160 feet (full width lane — 100feet; bay taper — 60 feet) has been granted due to proximity of the adjacent driveway. 3. The variance request to Table 7-3 of the LCUASS for the i itersection separation requirements along an arterial street has been granted. Staff agrees that the driveway locations have been placed so that they minimize conflicts and align with other existing driveways. Fort Collins Traffic Operations 626 Linden Street Fort Collins, CO 80524 Dear Joe: This letter presents two variance requests related to the Link-N-Greens development (the "Project") in Fort Collins: 1) Length of deceleration for auxiliary lanes; and 2) Intersection spacing on Lincoln Avenue. The variances are pursuant to "Larimer County Urban Area Street Standards" (LCUASS), Section 1.9.4. Length of Deceleration for Auxiliary Lanes According to LCUASS, Chapter 8, Section 8.2.5C.1 and Section 8.2.6B.1, both left - turn and right -turn auxiliary lanes should provide "A means for safe deceleration outside the high speed through lane." The deceleration length of the auxiliary lane is based upon the design speed of the street. The auxiliary lanes are on Lemay Avenue (4-lane Arterial Street) and Lincoln Avenue (2-lane Arterial Street). The design speed on arterial streets is 50 mph (LCUASS, Table 7-3). Therefore, the deceleration component of the auxiliary lane is 435 feet (full width lane — 235 feet; bay taper — 200 feet). Both Lemay Avenue and Lincoln Avenue are posted at 35 mph adjacent to the Link- N-Greens site. At the posted speed (35 mph), the deceleration component of the auxiliary lane is 275 feet (full width lane — 135 feet; bay taper — 140 feet). At auxiliary lane locations, there are constraints due to existing streets, other driveways, other auxiliary lanes, etc that do not allow use of the design speed length. In these cases, it is respectfully requested that the deceleration component, based upon the posted speed be used, and a variance be granted in this regard. In all cases, where applicable, the storage component (according to LCUASS) will be added to the deceleration component of the auxiliary lane. This variance will not be detrimental to the public health, welfare and safety. Specifically, the right -turn auxiliary lane at the LincolnMest Access intersection will be 160 feet long (full width lane —100 feet; bay taper — 60 feet). This length is caused by the constraint of the neighboring property to the west and their perpendicular parking in front of the building. Even with removal of the parking, the bay taper of an auxiliary lane of 275 feet in length would cross the driveway which accesses their parking lot. Having the driveway in the bay taper was deemed to be inappropriate in discussions with City staff. The design, with the shortened right -turn lane, was determined to be the best solution for this right -turn auxiliary lane considering the constraints. It is respectfully requested that a
