each phase. Failure to obtain approval by the City Forester for street trees in a phase shall
result in a hold on certificate of occupancy for future phases of the development.
• The soil in all landscape areas, including parkways and medians, shall be thoroughly

loosened to a depth of not less than eight (8) inches and soil amendment shall be thoroughly

Plat - The plat language is old. The language needs to be updated to our current
language.
Plat — Plat notes 2 and 3 should be removed as per the discussion at the staff meeting.
Plat — A note needs to be added to the Plat indicating that the Development Agreement in
place for Rigden Farm Sixth Filing shall continue to apply to these lots.
Utility plans — Need to provide station information or distances from property line for the
location of the shared driveways.
Utility plans — more detail is needed for how the inlet is going to be constructed just
behind the row along the shared driveway. Want to see a slight high point located so that
lower flows are contained and enter the inlet and then how is it to be built.
Utility plans — Block 2 what is the width and material of the path/ trail that runs across
this property? Consistently show the ramps being constructed out to the enhanced cross
walks. Some are shown to be built and others are shadowed out.
Utility plans — Per a conversation with Roger Buffington and the inspector — we will want
to see stationing on these plans, so that the locations of the services can be determined.
Record drawings — I think Roger is going to provide some information on what we are
going to want to see as for record drawings and we can discuss this more. But overall we
will want two mylar sheet sets for the record drawings - One set that will be labeled and
included with the 6`h Filing plans and one set that will be labeled and included with the
17th filing plans. That way the information will be there regardless of which plan set you
go to look for it at in the future.

Description of project: This is a request from Meritage Homes to replat a total of 67 lots in Rigden Farm
Filing 6. The replat includes eliminating the alley load tract and widening other lots. The site is zoned Low
Density Mixed Use Residential.
Please see the following summary of comments regarding the project request referrenced above. The
comments offered informally by staff during the Conceptual Review will assist you in preparing the detailed

6. 6. It doesn't appear that the drainage system in general needs any major modifications. However
verification that the changes being proposed do not alter the approved plan is needed from the design
engineer. Any basin delineations will need to be noted and mitigation of the changes need to be

7. 7. There is a note on the plat that the floodplain easement will be vacated at a later date by separate
document. Please provide documentation that the easement has been vacated or it needs to be

8. 8. The detailed lot grading will need to be revised because the lot line locations will change with the
wider lots being proposed. The biggest issue is on the lots where the alley tract is to be eliminated.
That will completely change the drainage concept of the lots on either side of the alley. The alley was
serving as one continuous drainage outfall. With its elimination the lots will have to drain out to the
adjacent streets. A drainage easement along the back lot lines has to be in a separate tract owned and
maintained by the HOA and cannot be on private property. Also not more than three lots can drain to a
common swale between homes and an easement must be provided on both sides of downstream lots
for the upstream lots to drain beside them. The other option is to change the grading plan so that there
is a high point in the rear of the lots and they all drain to the streets in front of them (Type A grading). JR: SEE UTILITY PLANS
9. 9. A SWMP will need to be submitted for approval by the state so please provide a copy of the permit
application and documents to the erosion control inspector to review. It should meet present City

Sheet 3 — The shared driveways need to be built to match the other shared driveways in
the neighborhood — which means that they do not have truncated domes at these
driveways. Truncated domes are not provided at residential driveways. The notes
regarding the truncated domes need to be removed.
Sheet 3 — the 2 notes regarding the driveway type is incorrect. The driveway type would
be a type I since the sidewalk in this area is detached.
