SUBJECT: Banner Health Medical Campus Auxiliary Right -turn Lane Analysis

The purpose of this memorandum is to provide an allocation analysis of the
required eastbound right -turn deceleration lanes on Harmony Road approaching Lady
Moon Drive and Cinquefoil Lane in Fort Collins, Colorado. The "Banner Health Medical
Campus Transportation Impact Study," (TIS) was completed in May 2013. This
memorandum provides a breakdown of the long range (2035) traffic volumes that
contribute traffic to the eastbound right -turn deceleration lanes at the Harmony/Lady
Moon and Harmony/Cinquefoil intersections based upon various developments in the
area, as well as background traffic.
The overall site plan for the Harmony Tech Park ODP is provided in Appendix
A. The traffic volumes for the eastbound right -turn deceleration lane at the
Harmony/Lady Moon intersection are attributed to three major developments within the
Harmony Tech Park ODP and background traffic. The three developments are: 1) The
Banner Health Medical Campus, which is on Parcels G & H of the Harmony Tech Park
ODP, located in the southeast quadrant of the Harmony/Lady Moon intersection; 2) The
Harmony Tech Park (HTP), which is all of the parcels west of Lady Moon Drive,
between Harmony Road and Rock Creek Drive; and 3) Imago, which is on most of the
parcels east of Lady Moon Drive, between Harmony Road and Rock Creek Drive, that
make up the remainder of the Harmony Tech Park ODP. The background is essentially
the existing traffic plus unbuilt development south of Rock Creek Drive.
The traffic volumes for the eastbound right -turn deceleration lane at the
Harmony/Cinquefoil intersection are attributed to three major developments and
background traffic. The three developments are: 1) The Banner Health Medical
Campus; 2) Imago; and 3) The Winchester Property, which is located in the southeast
quadrant of the Harmony/Cinquefoil intersection. The background is traffic related to
development south of Rock Creek Drive.
The percentage of site generated traffic from these developments and the
background traffic was calculated for both eastbound right -turn deceleration lanes at the
Harmony/Lady Moon and Harmony/Cinquefoil intersections. The percentage
breakdown attributable to each development is presented in Figure 1, for the respective
right -turn lanes.

Staff was able to meet this morning at our transportation coordination meeting and discuss the cross section and
Right of Way requirements for Cinquefoil. Prior to our meeting we had not yet received any information from Matt
Delich but were still able to make a determination based upon the existing portions of Cinquefoil that have been
built. It was decided to keep Cinquefoil as a collector and use the right of way cross section for on street parking
which requires 76' of total right of way. This cross section from a roadway standpoint will only be 2' wider in total
(1' at the flowlines) than what is existing and thus will match pretty cleanly as well as it will continue the on street
parking which exists along the existing length of Cinquefoil.

When the sidewalk is adjacent to the curb and gutter the back of the box 15 1 foot behind the flowline with the lip of
gutter warping over 2 feet to the front of the grate.
When it is just curb and gutter the back of the box is 2 feet behind the flowline. The flowline Is then warped back over 2
feet.
The rest of the dimensions can be determined from the detail and coordination with the contractor constructing it.

1. Schedule for completing Utilities / Infrastructure
a. Utilities: We have met with our utilities subcontractor, Dunrite Excavation, to discuss ways to accelerate
the schedule in an effort to meet building permit prerequisites. Dunrite has added a third crew,
increased manpower, and is working weekends as weather allows. Attached is an updated
schedule/sequence based upon this acceleration. Weather permitting, we plan to have all building
permit required utilities complete on Jan 06, 2014 — this includes Le Fever and Cinquefoil utilities, entire
site water main loop, and fire hydrants.
b. Infrastructure: Weather over the coming weeks and months will have a major impact on any concrete
work. JE Dunn would like to further discuss timing of infrastructure work as it pertains to the issuance of
jj the full building permit and going vertical with steel erection.

2. Timeline for testing and city review of pavement sections
a. Le Fever: Ground performed testing on Mon 11/25/13. Currently awaiting final pavement
design. Scheduled to place road base once pavement design is complete (next week?), but have yet to
determine if curb & gutter is to be placed this time of year. City Water Department confirmed that the
existing water main in question will riot need to be relocated.
b. Cinquefoil: Anticipate completion of all roadway utilities in late December. Will coordinate. with Ground
for testing and design. Yet to determine if curb & gutter is to be placed this time of year.
3. Curb and Gutter

b. City inspector requesting curb placement postponed until Spring —JE Dunn would like to further discuss
