[2/2/07] The Willox Lane improvements shown on the Utility Plans are considered an interim
condition since no off -site design was prepared with this project. Under this agreement with
the City, the developer shall prepare and submit a detailed construction and design cost
estimate for the curb and gutter & one lane of pavement along the entire frontage of Willox
Lane. The City will review the estimate and the final agreed upon amount will be included in
the development agreement for this project. This amount will need to be paid to the City
prior to any building permit issuance. The sidewalk improvements will be considered
ultimate improvements and City Street Oversizing will reimburse the developer for any
portion of the sidewalk that is greater than 4.5 feet in width. See red -line comments on
sheet 6 for additional clarification.

Following are our responses and clarifications to the comments of Staff Project Review
of August 21, 2006. '
Since our last submittal I have had the opportunity to meet with the new property owner,
and discuss a more detailed program for the building and the site design. With this
information and in response to some of the staff.comments there have been some changes
to the site design. The building will be used for the production and warehouse of small
engine parts and supplies, and office -space for employees. There is no commercial sales,
or over -the counter sales from this facility. All parts and products will be received and
shipped from this location. We have located an over -head door on the North West
corner of the building for receiving materials and parts.. A second overhead door is
located on the South end of the building for shipping. The main entry of the building is
io:;aWd at the SouI West corner, facing W'I-'lox L.anc A second employee entry is
located on the West side of the building: The parking area has been reduced to
accommodate the estimated number of employees.
Following.are responses to specific continents provided in the Staff Report:
Engineering
A plat will `be prepared, showing the new easements, and dedicated right of way, and
included in the Final .Plan Review.
Natural Resources
There are no existing trees cn-site. No mitigation required,
A trash enclosure has been shown on the North West corner of the building.

with the Final Plan review for these dedications. As all plats require a type I or type 11
hearing, it would be more efficient for all parties if the project and associated plat go to
hearing together. Alternatively, if the easements and right-of-way are dedicated by separate
document, no hearing is required for these. Transportation Development Review Fees are
aplicable in either scenario.

approval, we will need to see preliminary design of centerline and flowline profiles, with
existing and proposed grade and groundlines. The requirement is 1000' to the west and out
to the College/Willox intersection to the east.

'[10/4/06] [mpv] In following up on this item, it appears the main concern is just ensuring that
Positive drainage is ensured on the north side of Willox out to the curb and gutter section. I
don't believe the plans show enough grading information to demonstrate this, but it can be
deferred until final plan review.
[7/31/06] Pavement may need to be improved on the south edge of the site in order for
Willox Ln to drain properly. I will follow up with Rick Richter on this issue.

[7/31/06] Our development agreement will specify, and it should be noted on the utility
plans, that no parking will be allowed on the street at such time as Willox Ct. is made into a
parallel circulation route connecting out to College Ave. per the access control plan. This is
standard, since parking is not allowed on a major collector. If you would like to maintain on -
street parking in the long-term, additional ROW should be dedicated to reach the minor
collector standard.
