A short time ago, we were struggling with the concept of Public vs.
Private Streets. This was eventually cooled by declaring certain
accesses as parking lots rather than private streets, etc.
Recently, on Stonehenge 6th replat, to be specific,. we were asked what
the minimUM turn radius would be for street cleaning equipment. This,
it was determined, would be 14-feet. Immediately this was interpreted
R by the design sector and your staff to mean a simple half circle at the
end of a cul-de-sac would suffice to handle all traffic. We were remiss
in not calling to your staffs attention that other vehicles, such as
delivery trucks, trash trucks, moving vans, emergency utility trucks
and your neighbor's Cadillac also must be accommodated on a public street.
It seems your staff met with the Fire Department and established the
residences facing these streets could be protected from back streets,
side streets, open spaces, etc. This, we don't deny. However, this does
not answer for the other service vehicles mentioned above.
I guess my biggest concern, curt, is the fact that once we "bend the rules"
to meet a specific need on a specific project this is taken as "carte blanc"
to use on each and every project, indescriminately, thereafter.
Right now, we are looking at the final on Hillpond (Sunderin) which is
full of these no -bulb cul-de-sacs and Overland Trail Farm which is also
full of than. Our comments on the preliminary of Hillpond and Overland
Trail Farm specifically referred to this problem and is ignored on the
final utility drawings. Nov, we are suddenly the villian in making the
designer provide proper "bulbs" on the cul-de-sac.
We cannot, in good conscious, approve the street configuration in Sundering,
nor Overland Trail Farm P.U.D. unless adequate turn around bulbs are provided
at all cul-de-sacs.

Re: Sundering Townhanes
Dear Sirs:
During an inspection visit to the above referenced project, I noticed
the following radii where the apron areas are deficient in depth:
southeast corner of Weathertop and Mirrcrmere Circle
northeast corner of Shire Court and Weathertop Iane
• southwest corner of Weathertop and Sundering Drive
As you are aware the apron section of the radii is subject to traffic
loads and therefore the proper depth is critical. They must be removed
and replaced to the 6" depth as required per City of Fort Collins
specifications.
These radii and aprons were placed monolithically which will require
removal of both radii and apron. The areas to be removed have been
marked with orange paint for your field personnel's convenience.
Please don't forget that you must notify the City Inspection Department
when doing any work in the public right-of-way.

side of the existing tri-plex on Weathertop Lane. It is my understanding that
this pad extends two feet into an easement.
Please be advised that this strip will be the responsibility of, and shall
be maintained by the homeowners association. If you need anything further,

Dear John:
I recently inspected the catch basin installed at 1013 Mirrormere Circle
in the Sundering_Townhomes development.
It certainly appears that the catch basin has been constructed in accordance
with the approved plans. However, the engineering drawings showing the
catch basin do not show driveway locations, nor do the planning drawings
showing the driveways locate the catch basins. Since it creates an
undesirable and perhaps even hazardous situation, I assume that locating
the catch basin in the center of the driveway was a design oversight.
The best way to remedy the situation would be to remove a portion of rollover
curb, gutter and walk on either side of the catch basin and install a drive
approach. The top of the box should then be reconstructed to create a grated
area inlet rather than an open -throated curb inlet. While this creates a less
efficient inlet, it certainly eliminates the sudden drop-off for cars using
the driveway.
Since, as I have said, the inlet has been built according to the plans,
you know the City probably can't force you to undertake this reconstruction.
But we do want to point out the apparent hazard of the existing condition,
and urge you to take the appropriate steps to remedy it.

Re: Sundering Townhomes - Gilgalad Way
Dear Bill,
On May 15, 1985, a visual inspection of the drive -over curb and gutter
and the drive -over curb, gutter and walk constructed by your company
on Gilgalad Way was made by the City. At this time, water was introduced
into the curb and gutter flowlines in order to observe if proper flows
and drainage were being contained. It was apparent that some sections
of the drive -over curb, gutter and walk did not have the 1 3/8" depth
from lip of gutter to flowline as per City detail. This was especially
apparent just southwest of the radius and crosspan on the southwest
corner of Hill Pond Road and Gilgalad Way. There were also some other
areas that appeared to "pond" water but due to the amount of soil
and construction debris in the flowlines at this time, we were unable
to determine the severity of improper flow.
Due to the fact that surface tolerance deficiencies exist in the flowline
and that the flowlines are of inadequate depth, the City will not accept
this work until these deficiencies are corrected and accepted by the City.
It would be to your best interest to contact the City Engineer's office
to make arrangements to meet with his Construction Inspector at the site
and in accompaniment with you, a physical examination of the work can be
made in order to determine the limits of the deficient areas. It should
be noted that this would best be accomplished if the flowlines were cleaned
immediately prior to this inspection to assure that proper flows of the
test water will be maintained.
It should also be understood that Certificates of Occupancy for any structure
on Gilgalad Way in Sundering Townhomes P.U.D. will be withheld by the
Engineering Department until these deficiencies are corrected or an acceptable
agreement to guarantee these repairs has been reached.

On July 89 1986 the City Water & Sewer Dept TV'ed the
sewer mains installed by your firm in ^ n Su d i
Townhomes P.U.D. This is the last portion of wokrerhng

At this time, it was found that this section of sanitary
sewer had ground water infiltrating into the mainline t
three locations as follows: a
1) MH-A-4 The 4" service line tied directly into the MH
base is leaking between the PVC and the concrete
2) MH-A-7 The 8" line is leaking at th b ^
e ase next to
the pipe. -- -' ~
3) The North 4" sevice line 62' Southwest of MH A-4 is
carrying water into the main. (approx. 1 gal./hr.)
These areas need to be repaired as soon as possible but
not later than July 30, 1986. It is important to the
City to assure that ground water is not entering the
City system to avoid the need of treating this Water at
the sewer plant.
It should be noted that there were no leaks at the time
I made the initial inspection for acceptance of this'
utility. I would guess that possibly the bond between
the pipe and the concrete was broke during the street
construction. But since you're now in that business
too, I don't think we can pass the buck!
I know that # 1 and 2 are easily repaired but # 3 could
-
be a little harder to find, so I would repaired,
to suggest
that we dig up the end of this service
and examine the
cap. Hopefully this might be the point of the
infiltration. If not, we can pull the plug and lamp the
line to find the problem and then decide what our
options are.

Please accept this as a request to delete the removal of Shire
Court from the Development Agreement. My argument compares storm
drainage requirements in Sundering to the removal of Shire between
Weathertop and Shields. Sundering Townhomes causes a certain
amount of storm runoff that must be carried away to a storm
drainage basin across another property. Storm runoff has occurred
because of Sundering Townhomes and Sundering has taken action to
remedy the problem.
The same should be true with the intersection of Shire Court and
Shields Street. The section of Shire Court would be removed when,
of if, another development goes in ... at which time, according to
your survey, there would be too many intersections on Shields.
Should not the development that causes that problem be responsible
for the action to remedy the problem?
