Staff has reviewed the
lowing comments to offer. Revisions reflecting these commentsaarehdueoby
noon on September 3, 1986. Items that can't be shown graphically should be
addressed in writing. Also, please include a written description for the
Planning and Zoning Board of how you have addressed Preliminary PUD condi-
tions of approval. Other dates you should be aware of include September
15, when colored renderings, reductions, and ten full-size copies of plans
are due, and September 18, when all final documents (mylars and development
agreement) must be signed and submitted.
1. The overhead electric line in the alley will be placed underground. An
8 foot wide easement should be dedicated to accommodate this.
2. A new water main must be installed in Oak Street, from Remington to
Mathews. A new sewer is required in the alley between Mathews and
Remington, from Olive to Mountain. These improvements must be included
in the final utility plans. I suggest we schedule a meeting at your
convenience to determine how the City and the developer will share
these costs.
3. The detention pond should be placed in a drainage easement. Also, the
City will not maintain the orifice plate in the manhole in the alley -
this should be moved out of the right-of-way.

4. The drainage report must begin with text that clearly and completely
describes the existing site, the planned project, considerations for
handling drainage on the site, and the final recommendations. The cal-
culations should form an appendix to the text. A grading/utility plan
should be attached to the report.
4B At this point in time, the soils report should include a pavement
design for the alley. A 4 foot wide concrete pan should be installed
in the alley, or the entire alley should be concrete. Alley intersec-
tions at Oak and Olive should also be concrete.

IM Handicapped parking spaces must be 13 feet wide.
8. The building envelope should be defined. Also, show the distance from
the envelope to property lines. The canopy must be in the envelope.
9. Signs must comply with the Sign Code (the Mathews Street sign doesn't).
10. Heating and cooling units should be screened from all public areas.
11. The green roofs and detailing appear to be in keeping with the estab-
lished Old Town character. Plans should note that this consistency is
your intent and should specify the color. Also, please note brick and
stucco color on the elevations.
12. All exterior materials, including roof and stucco accents should be
labeled (the east elevation in particular). Are windows in the stucco
tower flat?
13. The attention to detail at the street level, the cantilevered area, and
repetition of the peaked roofs and roof material are very good addi-
tions to the plan. The change in window design on the south portion of
the building and elimination of some stucco results in a more unified
and attractive building in Staff's opinion.
14. How will snow shed off of roofs be handled?
15. Staff has a few suggestions to fine-tune the landscape plan:
a. Trees in the alley should be labeled.
b. An additional shade tree should be provided in the center parking
lot island east of the building and in the island in the 12 space
parking area.
