Your request to waive the off -site street improvements along South Taft Hill Road will be recommended for approval to the Planning and Zoning Board by City staff subject to the condition that phase one include widening of the west side of Taft Hill Road between the irrigation on the north, and Moffett Drive on the south. These improvements should be shown on the site plan and utility plan. 2. The bridge on Kinnison Drive must either be built with phase 1 or the ROW and ditch easement be deleted from phase 1 and be added to phase 2. Applicants should provide evidence as to structural integrity of the bridge at Kinnison Drive. The owners of the property in phase 2 should provide written understanding that the bridge will be constructed with phase 2 of the project. 3. The flowline on Taft Hill Road adjacent to Rossborough Subdivision is at 30 feet not 35 feet as indicated on the site plan. Please revise. How will this affect the status of the existing trees? The applicant should save these trees if possible. 4. Ditch Company approval will be required prior to Planning and Zoning Board approval. -.1— — - oux oou . rorz uouins, Loioraoo Wb�� . (3031 221-6505 Page 2 r1r,nr Jim Gefroh August 28, 1984 M 5. The walks and landscaping as shown in the drainage easement may conflict with the flow of storm water. The applicants will need to plan for the location of landscaping and pedestrian walks, however, they must be justified by a storm drainage report. The drainage easement maintenance will be the responsibility of the applicant. The ground treatment of this area should be similar to other open space areas in the project. Irrigation of this area should be indicated on the landscape plan. The limits of the area to be maintained by the applicant should be indi- cated on the site plan. 6. The developer will have to participate in the construction of a 16" water line in Taft Hill Road. 7. Services for the existing homes on the site will have to be abandoned at the main. 8. Fort Collins -Loveland Water District has a 2" PVC water line in Kinnison Drive. Provisions will have to be made to keep it in service. 9. A storm drainage report is required. The report will need to take into account backwater in the canal and in the City easement. Drainage report will need to look into finished floor elevations. The landscaping and walks in the City easement cannot reduce the channel capacity. 10. The easements on the site plan and the subdivision plat appear to conflict. Please clarify. 11. The distance between the envelopes must be from closest point of envelope, not footprints as shown. 12. The distances of the building envelopes to at least two platted property lines should be shown on the site plan rather than distance from property line to building footprints. Building footprints inside envelope should be dimensioned. 13. All signs must comply with sign code. Please note. 14. Certain changes have been made to the site and landscape plan as a result of the preliminary review and approval process. These changes should be shown on the site plan. 15. Additional screening materials should be provided between townhomes and adjacent existing single-family residences. Page 3 *Aw Jim Gefroh August 28, 1984 En 16. All proposed plant materials should be installed at least to the minimum City requirements. Some plants on the Planting Schedule do not appear to meet this requirement. Please revise. 17. All existing trees and their fate should be clearly indicated on the site plan, including variety and size. 18. The street trees that will be removed al-ong Taft Hill Road will nee to be replaced. Larger trees (4" caliper) trees should be used to replace the trees which are removed. 19. The type of walk along the south edge of the property should be indicated. 20. Density credit was given to this phase for provision of handicapped units. This should be clearly noted on the site plan. The plan should note that one out of every eight units will be accessible and adaptable per State requirements. 21. At least three handicapped parking spaces should be provided in the project. Will garages handle handicapped vehicles? 22. Final building elevations should be submitted as soon as possible. Elevations should indicate exterior color and materials. 23. The building height should be measured from a public street. Note #1 is not necessary and should be removed. The site plan should clearly indicate the location of the one and two story elements of the buildings. 24. Net density figures should be eliminated from site plan. 25. The land use data will need to be revised if Canal ROW is eliminated from the site plan. 26. Location of mail pick-up should be indicated on the site plan. 27. Outdoor lighting should be selected so as to minimize glare into adjacent residential areas. Please indicate lighting treatment. 28. Note #21 is not necessary. 29. Foundation plantings around base of buildings should be increased. All turf areas should be sodded. Please indicate on site plan. 30. On Monday, September 17, 1984, 8-1/2" X 11" PMT reductions of all plans and plats and colored renderings of the site plan and building elevations should be submitted. Also on that date, signed reproducible mylars of the site plan, landscape plan, building elevations, and subdivision plat should be delivered to me. A signed Site and Landscape Covenants document and ten full size copies of the site plan and landscape plan should also be provided on September 17.
