Permitted Use; changing the use of the existing public school, Washington
Elementary School, into an Early Childhood Center to be operated by Colorado
State University. An Early Childhood Center is currently not a permitted use in the
NCL zone district. The 125 student enrollment from the previous use as the
Washington Lab School would decline to 100 students. Staffing will be increased
due to the increase in student to staff ratio and the involvement/education of CSU
college students in a classroom environment. It is anticipated that a maximum of
36 staff members may be on the site at the same time. Ramps and an elevator as
required by the State for child care licensing, will be added to the exterior of the
north and south sides of the building, leaving the majority of the exterior of the
building untouched to the greatest extent possible to accomodate City Historic
Preservation requests. Located at 233 S. Shields Street. The Zoning is NCL -
Neighborhood Conservation Low Densitv

Issue: 03/22/2011: 24-95 of the City Code along with 3.6.2.(J)(2) of the Land Use Code would stipulate that paving the
alley abutting the property would be an obligation associated with the development proposal. The response
letter indicates a potential that paving the alley could result in an adverse impact to neighboring properties,
have there been preliminary design attempts, perhaps attempting to slope the alley to the south to drain to the
valley pan, that would seek to direct drainage away from the northern properties?

Issue: 03/22/2011: The amount of right-of-way dedication that the City would seek for Shields Street would be 21 feet
which would result in a 51 foot half right-of-way in conformance with our constrained arterial right-of-way cross
section total of 102 feet.

03/22/2011: The proposal of an attached sidewalk along Scott Avenue would typically require a variance
request to the Larimer County Urban Area Street Standards for evaluation as attached sidewalks are not the
standard design for City streets. A submitted variance request would then require input from
Current/Transportation Planning identifying that they would not object to an attached sidewalk. There is also an
existing utility pole directly south of the alley that would be in the middle of the proposed attached sidewalk
which would also appear to be problematic. Is the utility pole being undergrounded with the project?

Issue: 03/22/2011: There is damaged sidewalk as well as curb and gutter along Olive and and Scott Street. Typically
a note is indicated on the plans that existing damaged curb, gutter and sidewalk as well as curb, gutter and
sidewalk damaged during the course of construction on the site shall be replaced in accordance to City
standards prior to certificate of occupancy on the site.

then signed off for approval by the City with City construction specs and details for public infrastructure
included.

On April 21, 2011, the City of Fort Collins Planning and Zoning Board considered
the request for Washington School, Addition of a Permitted Use and Site Plan
Advisory Review, #SPA11-001, and took the following two actions:
Approval of the Addition of a Permitted Use, subject to the following
condition:
The Addition of a Permitted Use shall be supplemented with a
Letter of Intent for Dedication of Public Right -of -Way for
Shields Street and a Construction Plan demonstrating
compliance with requirements for paving the public alley,
paving the north parking lot, constructing a new sidewalk
along Scott Street and accommodating the stormwater runoff
with water quality treatment and detention resulting from any
changes associated with the various public and private
improvements. Said Construction Plan shall be submitted and
reviewed by City Staff, and revised accordingly, and granted
final approval prior to any development work on the site.
