DEVELOPMENT PLANNING NOTES
Request to change the use and renovate 421 Parker Street. This proposed sustainable project is a one story and contains
32,300 square feet and is the former home of Columbine Care Nursing Home. The new use would be a shelter for victims of
domestic violence and capable of housing up to -I5 residents. There would be eight -to -ten staff during the day and two -to -three
staff at night. There would be no expansion of the building beyond the current footprint, but the entrances would be made more
secure and a security gate would be added to the parking lot entrances on Parker Street and Whedbee Street would be closed.
The existing portion of the parking lot that is gravel will be re graded to a new concrete pan. The concrete pan will drain to
Whedbee Street.
Existing building and land uses located adjacent to the property are as follows:
To the north, south, east, and west are single family residential lots.
The building is placed on average approximately 30 feet from the property lines, which are approximately 424 by 220 feet.
Access to the parking in the center of the project will be either directly from Parker or via the existing private alleyway. Bike
racks will also be provided along both streets as well as, behind fenced area.
The site has been designed with security in mind by utilizing the existing structures d secure exterior brick masonry walls
enhanced by brick and steel fence up to 5' for security. The design objectives for the landscape plan are to provide an
attractive streetscape and enhance the pedestrian experience along the widened sidewalks adjacent to the street and building.
The residential location and the character of the project will be enhanced by the quality and location of the plant materials.
With sustainable design as a fundamental thought, the facility will incorporate in the future solar hot water at the roof and photo
voltaic canopies that will give the building an updated feel. The roofing material will be maintained as an asphalt shingle.
