This is a request for a blanket vacation of all utility and
drainage easements and City right of ways that were dedicated
with the Drake Landing P.U.D.. Attached is a map showing the
original plat with easements and right of way to be vacated.
We will be dedicating new easements with the replat of Drake
Landings, which will be called Hampshire Square, P.U.D..
Attached is a copy of the replat indicating all utility and
drainage easements and City right of ways.

RE: Project Comments for Hamshire Square ROD
Listed below are the comments for Hamshire Square PUD from the City
Utilities, Parks and Recreation Department, Poudre Fire Authnrity, and
the City Engineering Department.
ENGINEERING DEPARMENT COMMENTS
1) Need a title sheet with all information as outlined in Development
Manual.
2) Need an overall utility plan.
3) Explain "outlot R"; the intended use, and how it will he maintained,
4) On the utility plan: label all easements, show pedestrian access
ramps at all intersections (on both sides), show all cross pans, and
include the curve data.
5) Apply for a variance for the street design at the intersection of
Hamshire and Valley Forge.
6) Show design for the fire access.
7) Include a detail sheet showing pavement design, street cross section,
ramps, water services and curb stops, etc.
8) Ramps at Hamshire and Valley Forge are not to standard. Are they
existing or proposed?
9) Must keep the name of the street the same as east side of Hamshire
Road.

We note from the plat provided that you have not
;.` allowed for the prescriptive easement of the Pleasant
Valley & Lake Canal Company for 35 feet from the
centerline of the ditch on either side. This easement
is required for maintenance of the ditch in order that
we may get equipment in and out. Other than this
►'} request, we see no problem with the plans as proposed.

Stormwater Utility Review of HAMPSHIRE SQUARE PUD - Prelim. 8 Final
October 17„ 1986

1. Plat needs standard language added stating that dedication to City does
not obligate City to maintenance of same (especially drainage tracts).
Z. Frequency correction factor of 1.ZS was omitted from mass diagram
calculations, so the detention pond is too small. Please revise the
necessary sheets. See the reclined drainage report (attached).
3. The Grading and Drainage Plan (1/1); it will be difficult to construct
the detention pond from the existing plan because of the scale; too small
to provide good detail. Since the room for the pond is relatively tight,
it would be easy to inadvertently build the pond too small without a larger
plan view it.
4. Must provide a structural "system" for conveying nuisance water from
the street through the pond to the pond outlet. Several alternatives can
be used: most straight forward would be small concrete trickle pans, say
two feet wide with a two or three inch deep invert; another possibility
might be a subdrain, but this choice is only viable if a suitable outlet
exists into which it can be routed. I am open to other ideas that meet the
intended function of keeping the tuft along the pond invert dry except when
it rains.
S. Pond side slopes should be kept to 4:1 for safety for mowing crews.
6. Please add a simple "Drainage Summary Table" to the drainage/grading
sheet that includes site area, percent pervious and impervious, composite
runoff coefficient, detention volume provided, QZ and Q100 developed flows,
overall site release (@ 100 year storm).
7. The development of this site as proposed places an additional burden on
the future developer of the parcel to the south: no provision is made for
routing the Stormwater from the southern parcel to the existing inlet/pipe
system which was originally installed to serve the entire undeveloped RP
zoned area. In effect, the Hampshire Square PUD cuts off the access to
that existing system. If Hampshire is platted as shown, the future
developer would be forced to tear up Hamshire Road to get to the existing
storm sewer. I think is both properties are owned by the same
individual(s) it would be shortsighted (and expensive in the future) not to
extend the Line to the south. At the very least, an easement needs to be
dedicated through Hampshire Square to allow for the future installation of
such a line.
B. Please add sidewalk culverts where crosspans dump into pond. Also no
profile of pond outlet pipe, although reference is made to a "plan".
Please provide more detail of entire detention system, a plan from which
the contractor can easily build and the inspector does not have to do a
great dealvi'ield engineering "to make things work."

Staff has reviewed Hampshire Square Preliminary/Final PUD and has the fol-
lowing comments to offer. Revisions reflecting these comments are due by
noon. on October 29th. Colored plans, reductions and ten full-size copies
for the Board are due November 7th.
1. The attached letter from Jim Newell reflects Engineering, Fire and
Utility Division concerns.
2. Pedestrian, access north of Childrens' World should be provided.
3. Improved features (drives, building) of the Childress' World play,
should be shown on the site plan.
4. If you do not plan to have an owners association, plans for maintenance
of Outlot B and the street trees should be noted on the plans. It may
work better to include Outlot B land in the adjacent lots.
5. Plans should show lot lines, structures and drives within 150 feet of
the property lines.
6. If trees exist, they should be shown on the site plan and preserved.
7. It was the consensus of Planning Staff that some perimeter• landscaping
should be provided. Even if it will be the responsibility of individ-
ual lot owners, it should be shown on the PUD. We can discuss this
issue further when we meet. Sizes of all plant material must be speci-
fied.
8. Label exterior materials on the elevation and note the intent of the
elevation sketch.
