And we do further hereby dedicate and convey to the City of Fort Collins a perpetual easement across the area designated on the plat as Parking and Access Area for the purpose of providing access for police, fire, ambulance, and other emergency services, it being understood that the City of Fort Collins shall not by this dedication acquire or assume any responsibility on such easements.
