Re: Water Line Repairs - Sunstone Village 1st and 2nd
Dear Mark:
Several water line repair items in the Sunstone Village 1st and 2nd
subdivisions have been brought to my attention by the City Water
Department. As there has been some verbal communication with Flatiron
Paving Company as to these items, I am now giving you a full listing of
items and a time table to complete the repairs.
The items are as follows:
1. Raise fire hydrants at 2913 Sunray Court and 2548 Sunstone Drive.
2. Uncover water valve boxes at 2548 Sunstone Drive, south side of
street and on Caribou Road between Sunray Court and Flagstone Court.
3. Center valve box over valve at 2455 Sunstone Drive.
4. Turn fire hydrant so it is perpendicular to the street at 2454 Sunstone Dr.
5. Straighten fire hydrant and replace broken weather cap at Caribou Road and
Stony Creek Drive.

Re: Sunstone 2nd Filing
Dear Mrs. Hopkins:
As you are aware, the concrete curbs and gutters in certain portions of the
Sunstone 1st and 2nd filings do not drain properly. Unfortunately, this
problem continues to plague us. We have received a citizen complaint about
the gutter adjacent to 4137 Sunstone Drive, which allows water to pond and
algae to accumulate.
When our inspector checked the problem, he found about five feet of gutter
with reverse slope, ten feet which is flat and another nine to ten feet
that humps up to the radius point of curvature (see enclosed sketch).
After reviewing the street profiles on the approved utility plans, I found
the gutter was to have been installed at a straight line grade from 147
feet west to the PC, at a grade of 0.4%. It is obvious fran what was
constructed in the field that the plan grades were not followed. Under
normal circumstances, the City would pursue this matter with the
Contractor. However, in this case the Contractor is no longer in business
and I am at a loss as to how to get the situation corrected. I would
certainly appreciate any input you might have towards this matter.

Secondly, late last fall I informed you of my concerns about the drainage
on Flagstone Court. If I recall correctly, you were going to have an
engineer review the as -built gutter and then get back with me. In searching
our records, I cannot find the results of this survey and would appreciate
a copy of the engineer's results if you have them.

Due to the importance of these repairs, we are requiring them to be
completed by the end of the work day on May 20, 1988. Failure to have
these repairs completed by the 20th of May may affect the release of all
Building Permits and Certificates of occupancy on both of the above
mentioned subdivisions.

Dear Mark:
Several repair items in the Sunstone Village 2nd Subdivision have been
brought to my attention by the City Water Department, As there has been

Southwest corner of Sunstone Drive and Caribou, Southwest corner of
Suncrest and Stonegate, Northeast corner of Suncrest and Caribou, and 4135
Stonegate Court.
2. Straighten fire hydrant and replace broken weather cap at Caribou Road
and Stony Creek Drive. The fire hydrants at 2319 Sunray Court and 4135
Stonegate Court will need to also be set perpendicular to the sidewalk.
3. Also to be repaired are the following: The manholes in Flagstone Court
that were damaged by the paving of the street, and the concrete sidewalk at
the Northeast corner of Caribou and Timberline Drive, and at Sunstone Drive
and Stonegate.

Re: Curb and gutter drainage, Sunstone 2nd
Dear Ms. Hopkins:
Recently I received a complaint call from a Debbie Young at 2320 Flagstone
Court stating that the gutter adjacent to her house did not drain properly.
After visiting the site and looking at the Engineer's design, I found that
the gutter was designed with minimal slope and may or may not be
constructed as designed. A survey needs to be performed to determine if a
Problem was created during construction. In addition, I noticed that the
northwest radius at Flagstone and Caribou holds a substantial amount of
water. This radius appears to have been constructed or surveyed
incorrectly and does not function until water backs up in the cross pan to
a depth of approximately 3 inches. The condition of the radius as it
currently exists, will create a hazard to motorist and pedestrian traffic
this winter. Therefore, I must request that this condition be corrected.
Additionally, I would appreciate it if your surveyor would also check the
gutter at 2320 and determine if this section is built according to the
Engineer's design.
Another item that I noticed, is the gutter area on Caribou throughout the
entire Sunstone Development which is holding more water then it should.
After accessing the situation, I believe the major problem is the dirt and
debris which has accumulated in the gutter. In several areas grass and
weeds are growing which create additional blockages at the water flow line.
Due to the fact that the continual setting of water on an asphalt pavement
causes premature deterioration, I would like the gutters to be thoroughly
cleaned as well.

I have enclosed a copy of Landmark's response to my request that
they formally answer the inquiry regarding the installation of
curb and gutter in Flagstone. The grades in that area have been
checked a number of times and the problems seem to have been
alleviated in part by the owners cooperation on their
landscaping and watering. Super Group, Inc. is planning to do
a final sweep and clean up in conjunction with the completion of
the Sunstone Fifth project.
