Miscellaneous Submittal Information
Somerville P.U.D.
Variance Fewest
The cul-de-sac at the end of Somerville Court has a flowline to
flowline diameter of 70'-0" and a right-of-way diameter of 88'-0".
The overall length and width of the site together with the
requirement for minimum street design of 25 mph and 54'-0" right-of-
way width has seriously limited the site width available for units.
The Design Criteria and Standards for streets indicates that a flow -
line to flowline cul-de-sac diameter of 70'-0" is acceptable. The
right-of-way width was determined by adding 9'-0" to each side of
the street. (54'-0" street IOW minus 36'-0" street flowline-to-
flowline divided by 2 equals 9'-0" additional ROW perside on the
street).
Although exact time lines are as yet undetermined, the sequencing of
construction is anticipated as follows: The building located on
Lots 15/16 would be constructed first to act as show units, followed
by 19/20, 17/18, 13/14, 11/12, 9/10, 7/8, 5/6, 3/4 and 1/2.

Re: Proposed West Prospect S.I.D.
Dear Bill:
Thank you for your letter of June 20, 1985 informing us of your intent
to form a Special Improvement District to improve Prospect Road from
Taft Hill Road west to your west property line (approximately 220 feet
west of the Pleasant Valley and Lake Canal).
I have talked to the City's Water & Sewer and Light & Power Departments.
There is a possibility that a new water line may be required in Prospect.
Light & Power has a major vault on the south side of Prospect near Bauder
School and will locate that as well as their existing and proposed improvements.
I have talked to Columbine Cablevision. They have no problems in the area.
Fort Collins -Loveland has a 20-inch water transmission line in Prospect
that should be no problem for us. Poudre Valley R.E.A. has no equipment
in that area. Public Service has a 4" gas main in the north side with a
service line coming across at Bauder School.
The City Engineer's office is requesting this street to be constructed
to full arterial street standards on the south side and for one travel
lane on the north side. This will result in curb, gutter and sidewalk
on the south side with thirty-six feet of paving and no curb and gutter
on the north side at this time.
The petitioners, Wheeler Realty and Poudre R-1 School District, as well as
the City's Storm Drainage Utility, will be expected to pay for the local
street portion of the south half of Prospect. This would include curb,
gutter and a four -foot sidewalk and eighteen feet of street (measured from
the curb) to local street standards. The City's oversizing fund will pay
for the extra eighteen feet of paving as well as the extra base and asphalt

associated with arterial street standards. The box culvert at
Pleasant Valley and Lake Canal will have to be rebuilt. The costs
for this will be divided between the District and the City's street
oversizing fund with the District participating up to the local street
half -width and the oversizing fund picking up the balance.
Bill, this is a lot of preliminary detail but I like you petitioners
to be aware up -front of the extent of the anticipated problems and
the City's participation in these Districts.
Do you plan to include the portion of Drake Road boardering Brown Farm 6th
and 7th Filings in this District?
I will submit your request to the S.I.D. committee at their next
regularly scheduled meeting on July 11, 1985.

Re: Somerville P.U.D.
Dear Brett:
On June 18, 1986, I was contacted by the City Water and Sewer Department
regarding the sanitary sewer main constructed by your firm in Somerville
P.U.D. I was informed that your tie-in at the existing manhole in
Hollingbourne Drive had items of concern to the Sewer Department.
On June 23, 1986 I met with the TV crew on site to view these areas.
At this time, we found that the bottom line at the drop manhole was
infiltrating a significant amount of groundwater. Also, we observed
that the 20 LF section of mainline between the drop manhole and MH-1
had an abrupt elevation change at the joint between these two manholes.
I wasn't able to determine if this was the way the pipe was installed
or if this section of pipe had settled or was damaged during the backfill
operation.
Please be informed that this pipeline was initially accepted by the City
on April 23, 1986 and is therefore still under warranty by your company.
I would suggest that the following actions be taken as soon as possible
but not later than July 11, 1986 to correct the above problems.
1. Infiltration - Grout and repair as necessary to insure that no groundwater
is entering the mainline.
2. Elevation Change - Contact me to set a time that we can meet at Somerville
to observe this grade change. At this time we can discuss the acceptable
alternatives for correcting this problem.
