Dear Eldon:
Staff has reviewed the Final P.U.D. plan for Sunstone 5th Filing and offers
the following comments:
The "Wall and Fence Covenant" states that fence along Caribou Drive may
not exceed 5 feet in height and be of shadowbox design and setback a
minimum of 3 feet from the sidewalk. Is this 3 foot distance accurate?
The landscape plan indicates a distance of 6.5 feet from back of side-
walk. Please clarify.
2. The landscaping along Caribou is commendable. Staff will coordinate the
plantings with the locations of the underground utilities. As you know,
discussions are underway with the City's Light and Power Department
regarding the spacing between trees and buried electrical facilities. Also,
please clarify the long term maintenance of this area.
3. There is a concern about the wetland design. While the amount of plant
material is laudable, questions remain about the hydrology of the pond.
In other words, will the pond work as a wetland? Perhaps it would be
beneficial to prepare a feasibility analysis to ensure a long term wetland
function. Also, long term maintenance will be an issue. Staff recommends
further discussion in this area.
4. A 12 inch water main is existing in Caribou Drive. Water mains which
will be built to serve the Fifth Filing must be connected to this existing
main.
5. The Warren Lake Trunk Sewer (27 inch) is also existing in Caribou Drive.
The sewer mains which will be built to serve the Fifth Filing must
connect to this existing main. A repay is due on this sewer main.
6. A soils report is due to evaluate the pavement design.
7. Staff questions the 12 foot corner lot side setback specification. For
homes along Caribou, cast of the landscaping, this 12 feet seems very
minimal. Please reconsider this setback distance especially since Caribou is
a collector street.

December 18, Planning and Zoning Board hearing, please note the following
deadlines:
Plan revisions are due November 29, 1989
PMT's, colored renderings, 10 prints are due December 11, 1989
Final mylars and covenants are due December 14, 1989.
