TIMBERLINE CHURCH EXPANSION MAJOR AMENDMENT
SELECTION CRITERIA: Status = All
ISSUES:
Department: Engineering Issue Contact: Marc Virata
Topic: Construction Plan
Number:38 Created:3/14/2007 Resolved
[4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right
turn lane.
[3/14/071 Please show additional existing countours on the CSU property in order to
ascertain how the right turn lane construction ties into the existing property.
Number:39 Created:3/14/2007 Resolved
[4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right
turn lane.
[3/14/07] The sidewalk crossing the driveway along Timberline appears awkward. I'd like to
suggest keeping the sidewalk closer to Timberline to head straight across the driveway
rather than bring it closer to the site.
Number:40 Created:3/14/2007 Resolved
[4/24/071 Carried over pending the City Traffic Engineer's okay in not constructing the right
turn lane.
[3/14/07] Additional design information is needed for the right turn lane prior to a hearing.
What are existing flowline grades and spot elevations of the surrounding area? At the time
of final a flowline profile and cross sections will be needed.
Number:41 Created:3/14/2007 Resolved
[5/22/071 On Sheet 6 the demo plan indicates removal of work along Timberline. I'm
assuming that this needs to be rectified with the right turn lane no longer being constructed.
[4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right
turn lane. (Note that if the City's Traffic Engineer is okay with not constructing the right turn
lane, the plan set still reflects demo work occuring in this area.)
[3/14/07] What is the hatched out area along Timberline on the plan set, and is the median
being proposed for modification?
Number:43 Created:3/14/2007 Resolved
[4/24/071 Carried over pending the City Traffic Engineer's okay in not constructing the right
turn lane.
[3/14/07] Please show existing striping along Timberline in conjunction with the demo plan
to verify if patching limits are appropriate.

[4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right
turn lane.
[3/14/07] Please provide a striping plan sheet that shows the right turn lane in conjunction
with the existing lanes along Timberline.
Number:50 Created:3/15/2007 Resolved
[4/24/07] Carried over pending the City Traffic Engineer's okay in not constructing the right
turn lane.
[3/15/07] Please show existing Timberline Road (flowline curb and gutter, median, striping
(on the striping and demo plan) up to the northern boundary of the overall site.
Topic: General
Number:35 Created:3/14/2007 Resolved
[5/22/07] Given that the minor amendment is being shown on the plans, please amend the
note on the cover sheet regarding the minor amendment to read as follows: "Minor
Amendment design for Timberline Church was approved on May 16, 2007 via revisions to
the Timberline Church construction plan set. Information shown regarding the minor
amendment within this plan set is for informational purposes only. In the event of a
discrepancy between the information shown in this plan set and the revisions to the
Timberline Church plan set, the revisions to the Timberline Church plan set shall govern.
As-built/record drawing information pertaining to the minor amendment shall be shown on
the revision drawings." If there are questions or concerns regarding this proposed note,
please let me know.
[4/24/07] The response from Northern indicated that the minor amendment information on
the construction plan set is to remain as the site contractor will be building off the plans. If
this is the case, why is there a minor amendment being approved prior to this major
amendment showing the exact information? It seems that the minor amendment should just
then be withdrawn if the contractor isn't intending to build off the revised sheets of the minor
amendment that shows this same information. I'd like to suggest a meeting with Northern,
myself, and Sheri Langenberger who is reviewing the minor amendment.
[3/14/07] I'd like to see the minor amendment indications on the drawings to be "faded
back" so that it is evident that the information shown in not being approved. With the
assumption that the minor amendment will be approved prior to the major amendment,
please add a note at the time of mylars for the major amendment indicating the approval
date of the minor amendment.
Number:36 Created:3/14/2007 Resolved
[4/24/071 Carried over pending the City Traffic Engineer's okay in not constructing the right
turn lane.
[3/14/07] The right turn lane off of Timberline Road appears to fall short of turn lane length
requirements. A variance request should be submitted addressing this. I don't forsee a
concern with its approval, but it should at least be submitted for evaluation. (Note: This
observation is based upon the present design submitted with a right turn lane that extends
along the CSU property.)
Number:37 Created:3/14/2007 Resolved
[4124107] Carried over pending the City Traffic Engineer's okay in not constructing the right
turn lane.
[3/14/07] The construction of the right turn lane appears to have a substanative impact on
the CSU property. Sheet 13 of the construction plan set even shows a proposed contour
line cutting through one of the buildings and a 25% grade from the sidewalk to that building.
Page 2
What is the plan for mitigating the impact to CSU? Will a building be removed? A letter of
intent is required from CSU prior to a hearing.
Number:44 Created:3/14/2007 Resolved
[5/22107) The response indicated that the emergency access easement has been
processed with the minor amendment, in reality it will br processed with this major
amendment and the minor amendment was approved without it.
[4/24/071 Deeds of dedication were provided, which require a $250 Transportation
Development Review Fee for each deed. Note that Sheri Langenberger had requested the
emergency access easement as part of the minor amendment, which will likely be process
through the minor amendment instead of the major amendment.
(3/14/07] Will the various easement and right-of-way dedications be done via plat or deed?
Number:45 Created:3/14/2007 Resolved
[4/24/071 Carried over pending the City Traffic Engineer's okay in not constructing the right
turn lane.
[3/14/071 A 15' utility easement is typically required behind the right-of-way. With the right
turn lane being done, a 15' easement can't be done behind the right-of-way. The utility
providers will need to okay this.
Number:49 Created:3/15/2007 Resolved
[3115/07] Please ensure all documents have the same title, the title of the construction plans
"Timberline Church Expansion" is fine. The site plan title of "Timberline Church" is
problematic if used on all the documents as it would share the title of the original project.
Number:58 Created:4/23/2007 Resolved
[4/23/071 The response letter indicated that the right turn lane into the site was removed
after discussion with the church and traffic engineer consultant. In talking with the Traffic
Engineer, he'd like a letter or information from the traffic engineer consultant as to why this
is no longer being provided.
Number:75 Created:5/2412007 Pending
[6/21/07] Carried over for reference.
[5/241071 At the time of final submittal after public hearing, a Transportation Development
Revew Fee of $1,000 is required. A Development Construction Permit (DCP) will be
required prior to any work pertaining to this major amendment.
Number:81 Created:6/21/2007 Pending
[6/21/07] With the final submittal, we'll discuss permitting process via the DCP and whether
an amendment to the original development agreement and/or a new development
agreement is required.
Topic: Phasing Plans
Number:69 Created: 4/2412007 Resolved
[4/24/07] Echoing Stormwater comments, please relabel the phasing plan as follows:
"Major Amendment Phase" is "Phase 1"
"Major Amendment Future Phase" is "Phase 2"
"Major amendment" should just be removed from any indication on the plan set. It is my
understanding that the existing building is intended to be Phase 1, this is problematic for the
City, as we'd be issuing Phase 2 and Phase 3 DCP's for "Timberline Church Expansion"
without a Phase 1.

attached redlines.
[5/24/07] Technical Services has redlined areas on the site plan that may be of concern for
scannability purposes. Please see the attached redlines.
