Dear Roger:
Staff met to discuss certain outstanding issues regarding the preliminary and
final subdivision plat of the Rossborough, Third Filing. These issues
included variances to the existing engineering standards, off -site street
improvement requirements, variance to the 150 foot lot depth requirement of
the subdivision regulations, and provision of future street connection to the
unplatted area on the southeast corner of the project. The staff
recommendation on these matters are as follows:

Existing enginnering standards. The intersection of Stratford Street and
Dunbar Avenue does not meet the current City standard of 90 degrees
plus or minus 10 degrees. Also, handicapped ramps have not been
provided at all corners. It is our decision to accept the intersection
as designed if the lots on northwest and southeast corners are provided
with restrictions for fencing and landscaping to allow adequate sight
distance. Handicapped ramps are a necessity and should be installed.
The design of these ramps will be varied to allow the existing catch
basins to remain in place. These conditions should be reflected on the
engineering plans and subdivision plat.
Off -site street improvement requirements. It is the opinion of staff
that Dunbar Avenue meets the "letter of the law" in terms of providing
direct access from this project to Drake Road. This item will be
presented to the Board for their information.
150 foot lot depth requrement. Section 99-5 B. (7.) requires that lots
adjacent to an arterial street shall have a minimum depth of 150 feet.
Lots 52 through 59 do not appear to meet this requirement. The staff
cannot waive this requirement unless by reason of exceptional
topographical, soil or other subsurface conditions or other conditions
peculiar to the site (Section 99-7 A., subsection (1) and (2) of the City
Code). There does not appear to be adequate justification to support a
variance to this requirement. It is staff's opinion that the plat should
be revised to meet this lot depth requirement_ A var;anro k-

4. Future street connection. It is staff's opinion that a future street
connection be provided between Stratford Drive and the unplatted property
on the southeast corner of the project. Staff feels this street
connection would provide a second point of access, other than Horsetooth
Road, to the unplatted property when it develops. The ROW for this
street should be dedicated at this time. The enginneering documents
should reflect the design of this street. However, the construction of
the street will not be required until the unplatted property develops.
All revisions to the plans, variance requests, and other information that is
required for a complete review of this project should be submitted no later
than Tuesday, January 8, 1985. The other deadlines as outlined in my letter
dated December 20, 1984, should also be adhered to if you intend to be on the
January agenda of the Planning and Zoning Board. If you have any questions,
