Dear Linda:
Staff has reviewed High Pointe PUD Preliminary/Final #74-85D, and has the
following comments: —
1. Provide a legal description on 81/2 x 11.
2. Provide a statement of planning objectives.
3. Coordinate landscape grading with the engineer's grading and drainage plan.
4. Submit development plans regarding the landscape ponds to:

The State needs to verify that the developer has a legal right to the water
being used to fill and replenish the ponds. They also need to know if the
ponds intercept any ground water. A letter indicating that you have con-
tacted the State regarding this matter is sufficient for the city's review
process.
5. Additional comments red -lined on the utility drawings have been sent to the
project engineer.
6. Show all existing vegetation on the site, including any existing trees within
the ditch easements.
7. Correct the spelling of cul-de-sac on the site plan.
8. The developer will be responsible for repair of existing curb, gutter and
sidewalk.

9. Provide street trees 40 feet on center along Boardwalk and Landings Drive.
The specific location of the trees needs to be coordinated with underground
utilities and with street light locations. Please have the project landscape
architect contact me in regard to street tree location. Green Ash, Hackberry,
Bur Oak and Linden are suggested species.
10. Provide the following notes on the landscape plan:
a) Landscape areas are to be provided with an automatic underground
irrigation system.
b) A permit issued by the City Forester is required to plant trees within
the right of way.
c) All plant material meets specifications of the American Association of
Nurserymen (AAN) for number one grade.
d) All landscaping is to be installed or a letter of credit for 125% of the
valuation to be in place prior to issuance of a certificate of occupancy.
e) The Homeowner's Association will be responsible for all landscape
maintenance, including the right of way.
11. Niobe Willow does not survive long term in Fort Collins. Use Salix babylo-
nica or consider crabapples in lieu of weeping willows.
12. The minimum tree size is 2 inch caliper for standard deciduous trees and
13/4 inch caliper for ornamentals.
13. All signs must comply with the sign code.
14. Coordinate landscape plan with Public Service Company. No trees should be
planted closer than 6 feet to a gas line.
15. Provide a 6 foot easement in the rear of lots 14, 15, 16 and 17 for U S
West. Coordinate with PSCO, US West and Cable TV, regarding utility loca-
tions, required easements and tree locations.
16. Water mains are existing in Landings and Boardwalk Drives. An existing 8
inch water stub in Landings Drive must be used or abandoned at the main.
This true for all existing services.
17. A sewer main is existing in Boardwalk Drive. All existing services must be
used or abandoned at the main. An existing sewer main crosses the eastern
portion of this site, and should be abandoned. Contact Mark Taylor in the
water and sewer department regarding the possible use of this main.
18. Due to the large lots, the Poudre Fire Authority will endorse a variance
from the standard 36 foot wide street.
19. Provide an additional fire hydrant at the project entrance.
20. Provide a written response to neighborhood concerns brought up at the
neighborhood meeting. See numbers 3, 8, 11 and 12 on the attached neigh-
borhood meeting summary.
21. Please address the following questions and concerns about the projects
appearance along the irrigation ditches where backyards interface with the
ditch easements:
• Will the yards be fenced?
* Will there be fencing design guidelines?
• There is a concern, that if the fence is higher than five feet, there may
be a tendency for homeowners to dump grass clippings and/or other
debris over the fence.
• Have you explored the possibility of contouring the banks of the ditch
to create a better landscape effect and ease maintenance?
22. Does the developer anticipate imposing any design restrictions on architectu-
ral style or materials?
23. Indicate the densities of the surrounding residential areas within 150 feet
of the project on the site plan.
24. Correct the year on the Planning and Zoning Board certification.
25. An attorney's certificate is not required.
This concludes Staff comments at this time. Please note the following dates and
let me know if there are any problems in meeting the deadlines:
Plan revisions are due August 9, 1989
PMT1s, color renderings and 10 prints are due August 21, 1989
Final Documents are due August 24,1989
