Reference: Redtail PDP — Fossil Boulevard Request for Variance for Cul-de-sac
Geometry
Dear Mr. Stringer:
The intent of this letter is to request a variance for the cul-de-sac geometry as detailed in the
Larimer County Urban Area Street Standards (LCUASS). The cu-de-sac is located on Fossil
Boulevard at the north entrance to Redtail PDP. Fossil Boulevard is an existing street to the
currently platted north property line of Redtail PDP. At the south end of the street the
existing east and west curb and gutter terminate at existing stormwater inlets. The existing
Fossil Boulevard is approximately 37-feet wide (flowline-flowline). The proposed cul-de-sac
will have three new 24-feet wide drive approaches that will allow access to the new
development. The proposed cul-de-sac is on a local street per section 7.6.1 of the LCUASS.
The proposed layout of the cul-de-sac was provided by the City of Fort Collins. After plan
revisions were made and resubmitted for review it was noticed that the layout provided by the
City corresponds with the LCUASS but is not what is normally allowed in the City of Fort
Collins. However, it was recognized that the proposed layout meets the intent of the City of
Fort Collins cul-de-sac and in this case fits well with the adjacent site improvements. An
exhibit of the proposed cul-de-sac is included with this variance request.
The proposed cul-de-sac meets the required centerline dimensions and interior angles as
detailed by 7-24B of the LCUASS. The overall width of the cul-de-sac is also per the
standard detail.
This variance is being requested due to the items listed below:
1) The cul-de-sac does not meet the required radii at the northeast comer. See the
attached Exhibit "A" of the cul-de-sac for the specific radii that are not in compliance.
The area out of compliance has been clouded with a bubble for ease in identification.

Dear Sirs:
It is our intention to grant an easement to a portion of the parking lot between Lots #15
and 9, Cameron Park Second Filing to the City of Fort Collins for the purpose of an
emergency access route.
A draft of the Deed of Dedication is attached for your reference. The exact legal
description will be added when form is approved. We will need to know which Attorney's
Certification will be needed. Note: a copy of the agreement between the private parties
who own said lots is also included for your reference.

Re: Redtail Project / Offsite Drainage Easement
Dear Sirs:
It is our intention to grant an Offsite Drainage Easement along the eastern boundary of
Lot 10, Cameron Park, Second Filing for a water quality pond. The exact legal
description, location and size of said pond to be described in the Easement when F.D.P.
is approved.
A draft of the easement is enclosed for your reference.
Please note, this offsite easement is dependent upon the City of Fort Collins vacating
the extension of the Frontage Road from the north side of Coronado Court north to the
edge of the old Mill Brothers Nursery property (see enclosures).

I think we have finally come up with a good solution for the emergency access for this
project, and one which will immediately benefit north -south pedestrian and bike access
from the south part of the project north to Fossil Boulevard (as you previously
requested).
Under separate cover I delivered a copy of this plan modification to you at your office.
I have also given copies of this plan and discussed it with Kevin Wilson, Cameron
Gloss, Cam McNair, and Doug Moore, and have explained to them how this new
solution for emergency access is not just an emergency access solution but also
substantially reduces wetlands impact, provides a soft path / trail for north — south
pedestrian and bike connectivity, and is a solution to these needs which can be built
immediately as part of the project as an alternative to a solution tied to obtaining railroad
easements and construction of the Mason Street Transportation Corridor.
Accordingly, I hope you will see fit to lend your support to this solution
And as a footnote, I would like to point out that we have all been struggling with this
difficult project now for over 2 '% years and would appreciate it very much if we could
make the modification of our site and engineering plans for this project to include this
new emergency access road as a condition of staff support, thus permitting us to move
forward more quickly to P&L

Thanks for taking the time to look over the latest Redtail site plan with me recently.
I really believe that the addition of the meandering 20' emergency access roadway
(roadbase surface, not asphalt) connecting the Redtail project to the south to Fossil
Creek Boulevard at the north will solve all of this project's major problems and permit
both staff and later P&Z support.
This has become possible, as 1 mentioned, because of our new understanding that we
can backfill the section of the banking in this area as necessary because we are
impacting only waters of the US, not wetlands, provided of course we do not impact the
outflow channel.
I reviewed this solution with JR Engineering and we believe that, with a green light from
the City, we can proceed confidently with the engineering design.
The benefit of this solution is that it eliminates the environmental impact on wetlands
and existing vegetation which would otherwise have occurred on the low side of the
outflow of the upper pond, as this is all now moved 20 or 30' to the north (onto the
backfill area).
Also our waterline looping would occur under this emergency access road which solves
all the problems we have had in some previous iterations relating to water pressure and
volume.
Lastly, there is a substantial ancillary benefit of this solution in that it will provide an
easy and direct pedestrian and bike path from the Redtail project to the south north to
Fossil Boulevard.
Accordingly, Cameron, would you please consider raising the idea with your colleagues,
and other department people, that in the current round of review that you all approve
this project subject to completing satisfactory engineering plans for this emergency
access roadway as proposed above. Of course there will be some other technical

planning and engineering details to be corrected, but I don't believe there should be
many.
This would enable us to go at this late date (2 Ih years so far) to the finish line, actually
to P&Z, with this project with staff approval, efficiently and without another full round of
preliminary review.

letter with your colleagues and / or I would be happy to meet with any or all of you.

Following up our meeting, this is where I think we are going. Any additions or
corrections or otherwise, please let me and / or Tricia know. Thanks.
1. We are willing and planning to run Redtail Court through the north pond as
requested, however, feel strongly that the location of this crossing should be a
northerly extension of Redtall Court for several reasons:
a. From a planning standpoint it is a far better project to continue Redtail
Court north as shown on the last preliminary plan permitting the
"townhouse — carriage houses (garages plus one and a half stories) to
provide an attractive street frontage along the west side of Redtail Court
and most importantly a substantial screen of virtually all of the garage
doors, parking, railroad embankment, and railroad tracks.
b. We believe the wetlands and habitat area at the west end of the north
pond is worth respecting from a natural resource standpoint, as well as the
west end, and therefore think that our proposed road alignment represents
a good balance between sensitivity to both the east and west
environmentally sensitive ends of this pond.
c. While we recognize it is not and should not be a paramount planning
consideration, the reality of this project is that related expenses have gone
up exponentially while the number of units have dropped about 20% since
its inception, which make the economics of the project more and more
difficult, and sadly make the product less and less affordable — accordingly
it would be desirable not to lose and more units.
The foregoing notwithstanding, we recognize that it is Natural Resources
preference to meander Redtail Court and route it through the pond further to the
west. While we respectfully disagree, we will have Mike Phelan at Cedar Creek
evaluate the environmental pros and cons of both alternatives.

2. North Star will propose alternatives for how Redtail Court can best intersect with
Fossil Boulevard in the safest possible manner and requiring the fewest
variances.
3. Because of the difficulty of the site, the roadway through the pond, and other
considerations, it is possible to meet the code requirement of an averaoe buffer
from wetlands in excess of 60 feet, but this average will include specific individual
distances of both substantially less and substantially more than the 50 foot
standard. We believe this is consistent with the buffer language in the code and
the past interpretation of same. Furthermore, in light of the fact that this project
now will have about 55% of its net area contributed to open space and
landscaping is a relevant overall project consideration in this regard.
As far as the wetlands on the natural area to the south goes, a portion of our
project's stormwater will sheet flow through grass and vegetation in a fashion that
will provide for water quality and enhance these wetlands. The balance and
major portion of stonnwater on the site will be directed into one of the three
existing detention ponds and will pass through a water quality structure at the
south end of the southernmost pond before proceeding onto City property (this
will result in an increase In such water quality as currently no such water quality
device exists).
4. Regarding the setbacks from the property line for the private drives behind the
townhouses, at the northeast portion of the project, we will look at the planning
and engineering for this closely in order to comply with code requirements and /
or request necessary modifications.
5. Radial] Court width will be increased to 30 feet and the housing and parking in
this area moved west 5 or 6 feet and a modification requested for elimination of
the landscape screening for parking at the west edge of the property, as the
railroad berm already screens this parking.

2) The cul-de-sac is not per the City of Fort Collins' standard details (7-19 and 7-24A)
due to direction by City Engineering.
As previously mentioned, the proposed cul-de-sac meets the intent of the design outlined by
the LCUASS details 7-19 and 7-24A. The cul-de-sac will serve as an adequate turnaround for
vehicles that have headed the wrong direction. This cul-de-sac does not serve as a dead end
street but rather an access to three drive approaches to Redtail PDP. The three approaches
proposed will also allow greater flexibility for turning movements. Therefore, it is not
anticipated that any public health, safety, and/or welfare problems will be created by the
varied design.

Dear Susan:
The following is a request for variances from Table 7-1 Residential Local Street
Section; Table 7-3 Minimum Tangent Length at Intersections; and Table 7-3
Minimum Centerline Radius in the "Larimer County Urban Area Street Standards,
March 2001". These variances are requested for the northerly portion of the project
where Redtail Court crosses the existing pond and connects to the southerly extension of
Fossil Boulevard.
It is proposed that a "narrow" street section (24' fl-fl) with enlarged attached sidewalks
be used for Redtail Court from the pond crossing to the intersection. The intersection
angle between Redtail Court and Fossil Boulevard is 80 degrees with a 150' centerline
arc out of the tee intersection.
The roadway geometry has been driven by numerous factors and in general is a
compromise between several departments. The narrow street section will minimize
disturbance in the natural area. The intersection has been configured to provide as close
to a tee intersections as possible without a major "hook" in it.
These variance requests were informally reviewed late last year. There have been minor
modifications since then, but the configuration is substantially the same.
These variances from the above Standards will not be detrimental to the public health,
safety and welfare.

Dear Susan:
The following is a request for variance from Drawing 7-29B Standard Driveway
Approach in the "Larimer County Urban Area Street Standards, March 2001". This
variance is requested for the four driveways off of the proposed Fossil Boulevard. The
widths for each of these drives are proposed to be 20'.
This area is proposed to function like a neighborhood with alleys. All of the garages and
parking areas are at the backs of the proposed units. There is a long, narrow drive that
parallels both sides of the local street, behind the units. The drive is not in right of way,
but is the same dimension as an alley (Drawing 7-11 and 7-12). The local street is not
proposed to be "narrow", thus allowing additional parking on the street. In general, we
are asking that the drives and drive cuts be allowed to be the same width as alleys. The
drive cut would be 20' as shown in Drawing 8-12 — Alley Intersections, rather than the
24' specified in Drawing 7-29B.
Because Fossil Boulevard is a dead end; it is anticipated that only residents will be
present on this road. Speeds should be low (because of the short length of the street); and
because of the tight layout of the multiple garages, residents will need to be cautious
when driving in these parking areas. There will be very little traffic on the street, so the
narrow curb cut should not pose any dramatic tie-ups in the public right of way.
This variance from the above Standard will not be detrimental to the public health, safety
and welfare.

Dear Susan:
The following is a request for variances from Drawing 7-29B - Standard Driveway
Approach and Table 7-3 - Minimum Distance Between Driveway Edges in the
"Latimer County Urban Area Street Standards, March 2001". These variances are
requested for the drives along Redtail Court. Please see the attached drawings showing
proposed driveway widths and spacing. The standards state that the minimum drive
width is 24' for multi -family and the maximum is 36'. The standard spacing between
edges is 12' minimum.
As shown in the attached drawings, there are several drives that are less than the
minimum 24'. These drive typically serve a finite number of garages and are not
"common" for large numbers of people. Neighbors sharing the same building will be the
only people sharing these sub -standard drives. There is one location (at the south end of
the cul-de-sac) where there is less than 12' separating two drives. All other drives meet
the spacing requirement.
This area is extremely tight with access requirements, walk connections and utilities.
Every effort has been made to meet the standards and have a functional development.
The narrow and multiple drives may be a slight inconvenience to the owners, but with the
low speeds expected in the cul-de-sac, the "parking lot" nature of this area, and the fact
the parallel parking will not be possible in the areas where the drives are the closest
together, we do not expect safety concerns. In Variance #2, it was argued that 20' drives
are acceptable if they are called "alleys"; that logic holds for this area as well.
Based on the information above, we do not feel that varying the Standards will be
detrimental to the public health, safety and welfare. Please call me with any questions or
additional information that you may need for tlic approval of these variances.

Dear Susan:
The following is a request for variance from Figure 7-3 - Minimum Distance Between
Driveway and Intersections in the "Larimer County Urban Area Street Standards,
March 2001". This variance is requested for the drives to the north and south of
Cameron Drive on the east side of Redtail Court. These drives are approximately 60' to
65' from the intersection centerline. This distance is less than the 80' specified in the
standards.
This standard is difficult to meet on local residential streets. For instance, it is stated in
the standards that at a tee intersection, a drive can be used as a handicap ramp, but if the
drive needs to be 80' from the intersection, this is not possible. Generally, this standard
would require that at any tee intersection, no residences would be allowed opposite the
street that is teeing in (it would not be able to have a drive).
The proposed drives cannot be moved any further from the intersection with the
geometry of the site and the natural area buffers that would be further encroached into.
The drives serve a finite number of garages and will not be used as a common drive for
large numbers of residents; there are no drives on the west side of Redtail Court in this
area. Speeds close to the intersection are expected to be reasonable.
Based on the information above, we do not feel that varying the Standard will be
detrimental to the public health, safety and welfare. Please call me with any questions or
additional information that you may need for the approval of these variances.

Redtail Project
We have made a lot of progress on this project since our last meeting with the City, in
particular, removing almost all of the private drives, eliminating three buildings, and
reconfiguring the project in a way so that it is served with public streets.
As you will recall, this project is a challenge because of the physical constraints of being
bounded by the railroad at the west, the City open space at the south, and ponds at
both the north and the east.
Assuming that the theoretical possibility of Fossil Boulevard extending south through a
pond and natural area to connect with Cameron Drive does not occur, which realistically
it won't, then the buildings located at the west are accessed from a single point, namely
Cameron Drive.
Because this is a dead end greater than 150' long, and a single access more than 660',
it will require a modification by the City engineer with the approval of the Poudre Fire
Authority.
Because all of the buildings are fire sprinklered, and in this fashion, fire safety concerns '
are met, we respectfully request that with the Poudre Fire Authority's agreement and
recommendation that you approve this administrative modification.
Also, in regard to the length of cul-de-sacs permitted by the street standards, I noticed
that they are permitted to be 1,320' long if fire sprinklered (Larimer County Urban Area
Street Standards, Section 7-24a). - s-c.it tvA A-

Dear Ron:
Attached is the intermediate context map which you requested.
I think this was a very good idea, not just for Transportation but for other departments
as well, to help see the extremely difficult and unique circumstances which exist for this
property and why some exceptions to general rules and principles are reasonable and
necessary.
In summary:
1. Property is geographically landlocked — ponds to the east, pond to the north,
natural area to the south, and railroad tracks to the west.
2. Good planning and natural resource considerations militate strongly for a
sensitive land plan which protects most of the undisturbed natural area (about
50% of the project).
3. There needs to be consideration of the fact that most of the project presently
exists as platted property (Cameron Park Second Filing) platted with no roadway
extension over the pond to Fossil Boulevard, and with some vested rights with
regard to this.
4. The alternative of extending Fossil Boulevard south with right angle turns to the
west and then to the south, then joining Cameron Drive a) would require
condemnation of private property, including part of a storm detention pond, b)
would require partially filling or a major bridge structure over a pond, c) would

impact natural area / open space adversely, and d) would result in pond /
wetlands disturbance and destruction requiring substantial mitigation (which is
probably not physically possible) and requiring Army Corps of Engineers
approval (which is exceedingly unlikely).
5. Traffic studies indicate that even if built, virtually no one would use this roadway
connection because a) the road would go nowhere to the north except the
proposed Mason Street Corridor Terminal only two blocks away, b) there will be
excellent pedestrian / bike connectivity to such terminal, c) this road can go
nowhere to the south because it is blocked by Redtail Natural Area, d) Cameron
Mesa residents will use the signal light at Cameron and College, and e) people to
the north will use the planned signal light at Fairway and College.
6. This proposed roadway connection between Fossil Boulevard and Cameron
Drive is estimated to cost approximately $700,000 to construct and will, in our
opinion, never be built either with private or public money because of
environmental considerations and its very low cost -benefit ratio.

Following are 4 different alignment proposals for the layout of Redtail Court at the north end of
Redtail PDP. The original layout of this intersection had approximately a 550 angle. It was our
direction from the City to propose options that would make this angle closer to 90°. Following
are notes that apply to each layout:
I. All drawings are at a scale of 1"-40'.
2. The crossing of the existing pond is proposed to be 24' FL -FL with attached walks.
3. Through the elbow, the street will widen to 30' FL -FL,
4. The inside radius of the elbow has been held at 25' on all layouts.
5. Walk is attached on the south side of the street throughout because of existing wetlands.
6. The purpose of each option is to provide a car stopped at the intersection with a clear
view north and south down Fossil Blvd. It is not possible to provide the 10' angle of
intersection at a distance 100' west of the intersection in any case, the road would be
completely in the existing pond.
Option 1 notes:
• There is a short piece of tangent at the intersection (80•)
• The curve from the intersection Wrests standards
• There is no bumpout at the elbow
Option 2 notes:
• Same centerline as option I
• A bumpout is provided, but only has 4' additional widening rather than 8'
O__pn'on 3 notes:
• There is a longer piece of tangent at the intersection (85°)
• The curve from the intersection is less than standard (80')
• There is no bumpout at the elbow
• The elbow is at 90• (street parallels the north property line)
Option 4 notes:
• Same centerline as Option 3
• A bumpout is provided, but only has 4' additional widening rather than 8'
• With this bumpout, the walk on the outside would need to be attached
Please let us know as soon as possible which of these options is preferred by City Staff.

Dear Ms. Kroetch:
We have reviewed the four options presented in the fax dated November 19, 2002 and have
determined that the following variance requests would be acceptable to the Engineering Department for
the above project:
Variance Request #1— Attached sidewalk versus detached sidewalk over the bridge section on both
sides and on the south side of the street from the bridge to Fossil Blvd.
Variance Request #2 — 24' road width over the bridge and north/east to Fossil Blvd.
Variance Request #3 — 80 degree angle to the intersection at Fossil Blvd and the tangent and curve
lengths necessary to accommodate this angle.
Please submit all variance requests in accordance with 1.9.2 of LCUASS.
However, the bumpout at the elbow needs to be designed to our standard detail 7-26 which
means the road must be a total of 32' wide at the bend. In addition, the inside curb radius at the
bumpout is currently shown as 25' and our standards require a radius of 26'.
You may choose to design this project to the new standards dated October 1, 2002 if you find it
beneficial to do so. However, you can not "mix and match" the standards. In other words, the entire site
would need to be designed to either the January 2, 2001 version of LCUASS or October 1, 2002 version
of LCUASS.

3. We have had four rounds of review and are approaching our third year in the

Redtail Project
We have made a lot of progress on this project since our last meeting with the City, in
particular, removing almost all of the private drives, eliminating three buildings, and
reconfiguring the project in a way so that it is served with public streets.
As you will recall, this project is a challenge because of the physical constraints of being
bounded by the railroad at the west, the City open space at the south, and ponds at
both the north and the east.
Assuming that the theoretical possibility of Fossil Boulevard extending south through a
pond and natural area to connect with Cameron Drive does not occur, which realistically
it won't, then the buildings located at the west are accessed from a single point, namely
Cameron Drive.
Because this is a dead and greater than 150' long, and a single access more than 660',
it will require a modification by the City engineer with the approval of the Poudre Fire
Authority.
Because all of the buildings are fire sprinklered, and in this fashion, fire safety concerns
are met, we respectfully request that with the Poudre Fire Authority's agreement and
recommendation that you approve this administrative modification.
Also, in regard to the length of cul-de-sacs permitted by the street standards, I noticed
that they are permitted to be 1,320' long 9 fire sprinklered (Larimer County Urban Area
Street Standards, Section 7 — 24a).

this ambitious project move forward.

3. Along the west edge of our property south of the westemmost pond, the Mason
Transportation Corridor pedestrian / bike path will proceed adjacent to our
property approximately six feet to the west of our retaining wall. To the east of
this retaining wall is a parking lot for our project. As we have discussed, there is
adequate setback of the trail (about six feet) from our retaining wall to meet
safety requirements related to the pedestrian / bike path, however, it would be
desirable to delineate the property line by putting an additional course of blocks
on the wall to deter people.

Dear Susan & Cam:
After looking in great detail into your request to provide engineering information about the
Redtail retaining walls, we decided after consulting with engineers that the correct review at this
stage would be a review conceptually of all of the retaining walls in the project with
consideration for their conceptual design and efficacy. In other words, we are providing an
engineering opinion, as per the letter enclosed from Weeks & Associates, indicating that after
reviewing the proposed retaining walls in our Redtail site and landscape plans he is confident
that the walls will work from an engineering standpoint, after of course the final and detailed
engineering is completed for each individual retaining wall.
Of course the detailed engineering for each specific retaining wall can be required by the City at
or before issuance of a building permit and/or by a provision requiring same in the development
agreement.
We trust this will be satisfactory to answer any question about the retaining walls at this stage
and that we can proceed immediately (after five years now) and expeditiously to the necessary
development agreement.

Dear Susan
With regard to the Development Agreement, here are several clarifications and
explanations for you which may be useful:
The Redtail Project property is comprised of the west portion of Cameron Park
(previously platted), the Mills Brothers Nursery property to the north, and three
smaller pieces.
The platted Cameron Park property included in the Redtail Project specifically is:
the undeveloped Lots 16 — 25, together with open space Tracts A & B, all in
Cameron Park, Second Filing.
It should be pointed out — because there has been some confusion — that none of
this property has anything to do with Fossil Creek Office Park East PUD, which
PUD included Cameron Park, Second Filing, Lots 9 —15 only.
2. Storm Drainage Easement across the City -owned property to the south was
obtained some years ago. Please see the details and explanation regarding
same enclosed, including the remaining financial obligation of the Redtail
Developer with regard to the balance of the easement fee due to the City. Include
such language as you think appropriate in the Development Agreement.
3. As you are aware, the project involves two adjoining but virtually autonomous
parts: the west part including the ponds, which is designated Phase I, and the
townhouse portion which is north of the office park and south of the furniture
store, and which is designated Phase ll. Would you please reference in the
Development Agreement that the project may commence with the construction of
either Phase I or Phase II, with the remaining phase to follow.

1. All questions and matters relating to electric service, gas service, and telephone service
have been resolved — most particularly including the several sleeving requirements. I
met with engineers at each of these departments/companies.
2. We have re -graded to get the wetlands impact under'/2 acre and will get Doug Moore
Steve Long's (Cedar Creek Assoc.) letter confirming this shortly.
3. Tricia and Gary Weeks have met with you/will meet with you to confirm exactly what is
necessary so that we get all bridge/wall-related matters solved exactly the correct way
this time.
4. Kaye & I are finishing up easements, and as I mentioned, since I crossed paths with
Carrie Daggett about the sufficiency of what we already recorded so perhaps we don't
have to re -do them all.
5. 1 met with Basil and answered all questions/confirmed all details with him. He will email
you his revised comments/copy for inclusion in the development agreement.

Dear Eric,
1. We think it is reasonable that the College Avenue improvements be constructed
with Phase II of the project (the Mill Brothers property fronting on College) for the
following reasons;
a. A turn lane already exists presently, notwtthstanding the Clty's Interest in
Improving It.
b. The condition is as It exists presently is not unsafe. That is, driving south
on College there is an adequate and functional turn lane for making the
right turn onto Cameron Drive.
c. The College Improvements cannot be done without the development work

Following up our brief discussion about this, I coincidentally met with my attorney, Jim
Martel, on some other matters and raised the idea of proceeding with the second
reading of the vacation, notwithstanding the fact that the final mylars have not been
signed.
He felt that since this vacation was related to something that the City did not want under
any circumstances, and the landowner, that is us, was agreeable, that there should be
no problem in going ahead with K. He recommended talking to Paul Eckman about this
to see if he agreed. And if Paul agrees, then Jim thought we could proceed with the
vacation immediately rather than waiting for later, which of course would expedite the
Redtail Project and get us started sooner.

Dear Mr. Prouty:
After meeting on June 18, 2007 to discuss the stop work order that had been issued for
Redtail for all work related to the culverts or retaining walls, I wanted to follow up with a
summary of what was agreed to at this meeting.
The stop work order was issued until the structural plans for the culverts and the walls
could be reviewed and approved. After much work by all involved we are getting very
close to having these plans approved and are comfortable with the current design of the
culverts and the headwalls. As was agreed, you are allowed to lay the culvert and
construct the headwalls for the northern culvert (on Conejoes Road) while we continue
to finalize the structural plans. You are not allowed to work on the parapet walls or
retaining walls until the structural plans have been signed by the City and copies
distributed to the City Inspector.
As discussed there are a few remaining items that need to be done in order for the City
to be able to sign off on the structural plans. They are:
• The railing locations need to be determined and shown on the structural plans.
• A revised grading plan provided showing the changes in grading that are needed
for the structural and grading plans to match.
• The other minor comments that were made on the plans and provided by Jin at
the meeting.
We will also need the following information to be submitted. This does not need to be
provided prior to the City signing off on the plans, but we do need this provided to the
City prior to the installation of the railings. The shop drawings for the different types of
railing that will be installed. Two copies of these drawing need to be given to Jin Wang
in the Engineering — Capital Projects Group.

Also, as a reminder a culvert inspection report certifying load rating in`accordance with
CDOT standards shall be submitted with the as -built plans for these culverts prior to
acceptance of them by the City.

right-of-ways located in our proposed Redtail Project. Our requests include:
1. Frontage Road Vacation
2, Street Vacation for Alvorada Drive and the most westerly portion of Cameron Drive
We believe it would beneficial to the City of Fort Collins to grant us the proposed vacations for the

Thanks for the e-mail response to my request to attend the CDOT/City meeting on the 18d. I
was hoping that we could have gotten together to review the necessary improvements that are
being requested of Jon Prouty's development. It is my understanding that you were looking for
a TIS and plan submittal for the development. Jon provided me with a study from December
2001 that represented the previous layout but is not substantially different in vehicle movement
from the new layout. I discussed the difference between the new layout and the previous layout
with Matt Delich and we both agree that an addendum for the new layout may be required but
that the existing study would let us conceptually discuss proposed design alternatives to the
intersection of College and Fossil Boulevard. My concern is that I do a design and submit only
to find out that I headed down an entirely wrong path and wasted your time and mine. There
seem to be so many unknowns/issues with the College design I am hesitant to do any design. I
would appreciate even getting together with you to discuss the issues that need to be dealt with.
Regarding the attachments to this fax, I have included a copy of a preliminary CL profile for
Fossil Boulevard and a plan view of the north portion of the site. I was hoping that you or one
of your assistants might be able to do a quick review of the profile to make sure we headed
down the right track. As can be seen from the profile the issue of excessive cut must be dealt
with. I am also trying to maintain a fairly flat approach grade to college to accommodate future
widening and make the into section a little more user friendly. The profile is designed around
minimum Vs and before going to final drawings will be "tweaked" to be smoother. Any advice
or comments would be greakly appreciated.
